I have changed my list around several times and I have settled on the following list. Let me know what you all think. I really need help finalizing it.

HQ:
4 Company Command Squad, Meltagun x4 175pts
1 Company Commander
Officer of the Fleet
Chimera

Elite:
7 Sanctioned psykers (chimera) 145pts
1 overseer

Troops:
10 Veterans 3 x melta (chimera) 155pts

10 Veterans 3 x melta (chimera) 155pts

Infantry platoon 185pts
Platoon Command Squad
Infantry Squad with commissar and autocannon
Infantry Squad with autocannon

10 Veterans 3 x plasma (chimera) 170pts

Fast Attack:

1 Vendetta, 130 pts

1 Vendetta, 130 pts

1 Vendetta, 130 pts

Heavy Support:

Manticore Rocket Launcher, 160 pts

Hydra Flak Tank x 2 (150 pts)

Demolisher Leman Russ, 165pts

Total: 1850 pts total


The psykers will help get rid of those high leadership enemies especially multi-wound ones such as thunderwolf cavalry and paladins. In addition, they can help pin an enemy via the manticore causing a pinning check. The Vendetta's are mainly anti-tank/MC. One will carry the PCS which is nothing more then an objective holder. The army is very shooting heavy with a combination of short and long range. I will run each melta squad including my command squad with hull heavy flamer in addition one melta squad will also have a turret heavy flamer. This army is well balanced to handle multiple enemies. Let me know what you all think. Find some loop holes that I cant see. I need to finalize this list to get it painted in time for the GT.

tombking, looks like a strong list but I prefer the regular russ over the demolisher. The battle cannon's longer range is more forgiving to bad placement, immobilized results.

Do your opponents play a lot of reserves? Is that why you are taking the Officer of the Fleet? I play a lot of reserves myself so I take the Astropath.

Also, how to you plan to counter close combat units. Finding the points for pwr weapons for the platoon Sgts and Commissar would give you the option to make a blob squad that could dish out some punishment. I used to run a list very much like this but I found the PBS a bit too unreliable with there variable AP and scatter on the template.

You have a pretty solid list there but I have a few suggestions:

The OoF seems very good, but there is an an argument against him as mentioned by our very own Antipope. The gist of it is that the OoF might in the end help the enemy achieve a large late game push onto the board and use the fresh force to damage your own army rather than hampering them. I might consier getting rid of him and adding some GLs to your blob, and fitting out the PCS with 4 flamers. This makes them a very handy counter punch unit.

It seems to may you may have the anti armour over covered. For light vehicles you have 4 twin linked autocannons, 2 regular autocannons, 3 plasma guns and 5 multilasers, and against heavy armour you have 6 meltas guns and 9 twin lined lascannons. My point being that perhaps you should drop a Vendetta, and use the points on either more infantry, a hellhound or a pair of flamer SWSs to go in your other two 'dettas. This allows you to make a last minute rush and have a chance at damaging infantry, but they are cheap enough to not be too great a loss if they don't do much.

As a final note, you have inadvertantly posted the basic points cost for some of your units, ie. the Demolisher. As you may know, this can get us sued by GW. I suggest you post them by giving an equivalent cost, for example, Leman Russ Demolisher, 16.5 Ratling equivalent. Just a suggestion.
