I have been wondering if your heavy weapons teams can shoot out of chimeras and if it is a good idea anything helps.

Yes they fire out of the hatch. It takes up one of the two firing points in the Chimera. If the vehicle moves you have to snap shoot.

On the subject of if it's a good idea or not...
Only two of the three heavy weapons can shoot from the top hatch, which negates most of the economic benefits of taking heavy weapons squads in the first place. Also, units embarked in transports cannot receive orders from officers, which makes them even less useful and powerful than the same squad on foot. I would say it's a bad idea in general. If you feel that your Heavy Weapons Squads lack for protection, you can get an Aegis Defense Line. If that's not good enough, there are actual buildings / fortifications you can field as part of your army.

It is actually pretty cheap to put a platoon infantry squad in a chimera with an Autocannon and then you have a mobile troops unit with decent fire power for cheap.

Oops, I thought it was a more provocative question than it really was. In that case, my advice is.... Infantry Platoons work best as blobs with orders and buffs. If you have a limitless number of Chimeras and want to use them as a pillboxes for cheap Infantry Squads, that can work. In most cases though, I would use them for forward elements like Veterans that can make better use of their mobility.

The simple answer is yes they can, though to the other part, that's up to you. As Casiarius said, thanks to the chimera nerf, it's not as viable to put a heavy weapons squad inside a chimera, seeing as it can now only us 66% of its combat effectiveness. Then the other part comes into play as well, heavy weapon squads cannot take a chimera as a dedicated transport and as such have to waste a game turn mounting into someone else's.
