Definitely take the Aegis Defense Line. If nothing else, forcing your Tau opponent to spend markerlight tokens to deny your cover save is good, because otherwise he'll be using them to buff his BS.
I, personally, would go with an infantry-heavy list with a 30-man blob and both Russes at its core. Take an Eradicator with 3 Heavy Bolters to deal with the Tau player's Pathfinders, and maybe a Vanquisher or Exterminator with a lascannon for anti-tank in case the Tau player brings Hammerheads (and if he's smart, he will). Give the blob a Commissar, plasma guns, and autocannons.
If you feel comfortable about spending the points, put a Tank Commander or Pask in the Vanquisher's turret; either way, taking a L2 Primaris Psyker with Divination is never a bad idea, especially since you can choose to just take the Primaris power, Prescience, which makes one unit's shooting weapons twin-linked for that turn. Use that power on either your Vanquisher (unless you're taking Pask) or your blob.
If you don't feel comfortable taking a Tank Commander, you'll want a Lord Commissar, since your CCS needs to be slumming with your infantry platoon as its command squad. I'd give him a power fist for dealing with Crisis Suits, but you still wouldn't want him to get in combat if you can help it.
You'll also need a second Troops choice. A Veteran squad, preferably with plasma guns, will do fine. I wouldn't suggest putting them in a Chimera due to fire points limitations, but I would suggest keeping them close to your lines to help with defense.
If you have the points, either Sentinels or a Special Weapons Squad with flamers would be good. I'd stick with Scout Sentinels, and probably give them autocannons and, if you have the points, hunter-killer missiles.
I'm not exactly up on Dark Angels or Eldar, but if the models at his disposal are any indication he must like playing Deathwing. I would suggest that your ally take a hybrid Deathwing/Ravenwing list and focus on disruption, leaving you to hold your primary objective(s). Imperial Guard are good at holding things, while Space Marines are good at making surgical strikes. Plus, it would be nice to have some Deep Strikers of your own.
If your Tau opponent is smart, he'll be taking Pathfinders, a few Fire Warrior teams (maybe mounted in Devilfish), Hammerheads (or Riptides), and a few Crisis Suit teams. The Crisis Teams will be equipped with plasma rifles and fusion blasters, and perhaps with gun drones supporting them. In order to protect your tanks, you'll want to bubble wrap your tanks in infantry, which is a fancy way of saying that you should put your troops around your tanks in such a way that they can't drop in close. Obviously, any troops on the other side of the defense line are likely going to be dead, so there's no way out of that. On the other hand, your AV 14 Russes will have a 4+ cover save from attacks from the front.
Your first priority is to take out the Tau player's Pathfinders. They have Markerlights, which allow them to do things like raise another unit's BS, deny one of your units cover, and launch seeker missiles at a better BS than normal. Obviously, the last thing you want is for one of your Russes to go down on turn 1 from a BS 7 Hammerhead that ignores your defense line, or the same to happen to your infantry blob from a submunition round. His Pathfinders are vulnerable to getting shot by your Eradicator, and if they're close enough to shoot at it, you're close enough to smack 'em with your Nova Cannon. Light 'em up, take 'em down, then focus on his tanks and any Riptides he brings to the table.
On his second turn, he'll be dropping Crisis Suits on your lines. Take 'em out with Plasma, and if all else fails, charge 'em. Tau aren't all that great in close combat; take advantage of that.
What's also not that great in close combat are Guardsmen. DO NOT, UNDER ANY CIRCUMSTANCES assault Eldar units, or allow yourself to be assaulted by them. Aspect Warriors like Howling banshees, Striking Scorpions, and Dire Avengers will carve you up like a turkey. Also, beware of Fire Dragons; they are one of the best anti-tank units in the game, and they will slag your Russes if they get the chance.
Hope that helps!

I play against Eldar quite often, and I also play Tau so I know that with both of these armies the biggest thing going for them are mobility and their to take many strength 6&7 weapons. What guard can do better then both of them is range and mass bodies. I'd suggest taking the Agis, as Julian suggested, and post up a big ol blob with Autocannons and a Commisar. I would also suggest taking a CCS with lascannon standard an a vox in both this and your blob. I find when I play blob guard orders are a must have. Also with the Commisar and the standard you should be able to pass all your moral tests. A ML2 psyker would also work well in either one of these units especially if rolling on divination. For other troops I'd say take veteran squads with either two plasma or melta guns in a chimera. I generally only take two special weapons now as there is only two firing points. Be careful with these around the tau though. Alsmost every tau weapon is at least str 5 and firewarriors have a range of 30". Try and keep your distance an hammer them from a far. For Leman Rus' I'd suggest the vanilla Rus. It has superior range over the Tau and Eldar, and it will ID and AP Crisis suits. This can come in handy especially if they run a commander not in iridium armour. Other notable choices would be a Vanquisher or Exterminator for anti vehicle as Julian suggested, or the Eradicator as anti infantry. For your Dark Angle friend I would suggest to him to take an assualting list. Drop in terminators and let them run rampant through the Tau and their poor CC abilities. Also a dark angle Librarian with a Custom Forcefield can be very helpful to a blob. For target priority, as Julian said, kill the marker lights of the Tau first. They can do some terribly wonderful things. After that cripple mobility. Take out their devilfish, waveserpants, jet bikes and crisis suits. The more you can slow them down the better of a chance you will have at captureing objectives and in turn winning. Riptides can be very scary however if you can get them locked into an assualt they will be stuck for a long time usually. Also as scary as they can be, they are not usually game winners. They can be ignored for the most part until you have a good shot at taking them down. DON'T waste all your shooting on them as they are major bullet magnets. That is the main reason I run them sometimes Good luck in your game and I'd love to see what kind of list you come up with. If you post in up in the Army List board I'm sure many people will be happy to help you fine tune it up.

DA librarian terminator with powerfield gen 2 5 men tacticals 1 devastator with 4 plasma cannons 1 6 dethwing knights 1 7 terminators with 2 shields
tau 1 commandera in crisis suit with 4 other suits 3 melta 1 plasma (dont know any details) 1 devilfish with 6 firewarriors 20 groots 2 small planes with missiles and some other weapons plus marker lights 1 huge robot throwing large blasts arround (lost most of its wounds due to some reactor issue every turn ) slightly annoying
GK 1 terminator psyker lord 5 terminator with halberds 1 land raider tl lc 1 dreadknight
the result was 6- 0 in favor of the imperium by turn four since only the tau commander was still on the table by that time . The aquila worked perfectly while quad gun plus fire on my target brought down all the annoying jinking fliers skimmers . Special mention to the plasma vets that got 2 wounds on overwatch vs the dreadknight and finished him of in close combat wuth the librarians help . Questin can you use grenades in close combat vs a monstrous creature
