#1 - If a primaris psyker is attached to a unit of devastators, can you order the unit to Bring it Down? Will the devastators gain tank hunter special rule?
#2 - If a space marine librarian is joined to a 50-man infantry platoon. When rolling the Leadership test for Voice of Command would you use the Librarian's leadership of 10 since it is now highest in the unit? Or do you roll using a sergeant's leadership?
Are there other shenanigans such as this when allying battle brothers with astra militarum?

not sure how this would work - normally you can only give orders to units from a AM codex.. however these are combinations.
I would offer that it should only work 1 way, either the squad receives the order regardless of the independent character OR the independent character receives the order regardless of the squad.
Getting both seems kinda OP but may well be viable. If it is then well done for discovering some potent combinations!

#1) Since the rules state that orders can only be issued to friendly units from Codex: Astra Militarum, I would guess that the Devastators wouldn't get any benefit from "Bring It Down," though the Psyker probably would, but it would be useless since he can only be armed with a laspistol. Depending on which Psychic discipline you were using, it might work. I don't see any reason "Bring It Down wouldn't work on a psychic power.
#2) They are battle brothers so the Guardsmen would benefit from his leadership, but again, I would say that the Librarian himself wouldn't be affected by the order. You'd be better off putting a Lord Commissar in your blob squad. He has Ld 10 and he would benefit from the order, not to mention he would make the squad Stubborn.

1. There is a rule now (in the Independent Character section) that says when you attach an IC to a unit it effectively becomes part of that unit. So a Psyker attached to a devastator unit would be a space marine unit now unable to receive orders. However, if you attached a librarian to a infantry squad, that unit could receive orders.
2. Because of the previously mentioned rule, you would use the Librarians leadership for the test.
