The local ROTC group where I'm from is all cadets, the only personel with a higher rank is the instructors.

It's a youth thing. I don't know if there is an american equivalent but it's basically learning military skills like navigation, drill, first aid, field work, and weapon safety (When we can persuade the local Army Reserve into doing the training us ). I just remembered we had American's running around in the same AO as us in the UK with jets and humvees while they used the training paint rounds!

We have programs call Junior Reserve Officer Training Course which is pretty similar as well as Civil Air Patrol cadet program and the Young Marines. Most of that stuff is just drill and citizenship and no real military applicable skill aside from that. A lot of people get JROTC mixed up with the Senior ROTC programs which are completely different as the SROTC programs do often include marksmanship, infantry tactics, first aid, and end with a graduate receiving a commission as an officer.
