Whilst the Commissar may not be an officer (if he is not an officer then he is certainly higher ranking) I must admit I still think the commissar will be able to use the vox. The vox is not part of the officers wargear it is part of the squads wargear. If the commissar kills the officer the vox is still part of the squad and since the squad now has a leadership 10 character it makes sense that the commissar would use it.

This may sound like a cop out but I did not mean commissars were officers of any regiment, but officers of the commissariat. Turns out I am wrong, they are commissars, that is their title.
Anyway, back to the vox issue. Yes, the vox is a squad upgrade, but as said before, this only removes the range of an officers command special rule, which a commissar does not have. So after an officer is killed, the commissar takes over, but his Ld is only used for that squad. They could still use the vox net work to use an officers Ld instead (altho why u'd ever want to I don't know).

I think the rules say That "once per turn, a unit with vox- caster may use the officers leadership." I don't remember the exact statement, but I think it's something like that. That would mean the Commisar wouldn't be allowed to use it, cause as we allready have confirmed, commisars are commisars, not officers.

besides, if you have a HSO and a commie the +1 ld gives the officer leadership 10 so i don't really see the difference.

well, the difference is that you may not use the commisars leadership until he has killed the officer (or somebody else has)
