Ok so i found a pretty interesting combo that is completely allowed. The banner of wailing causes terror and the sacred banner of the horned rat allows you to cause -1 Ld to all enemy units in 12" and causes all enemy units in base contact with the banner to re-roll successful leadership rolls. So together if you charge an enemy unit they have to roll a terror check at -1 Ld and then they have to roll 2 fear checks (if one is successful). You can do this with a chieftain if you get the battle standard (no points limit) with the horned rat banner and if the unit takes the wailing standard.
I figure this could benefit the skaven really well. It would pretty much almost guarantee a pretty sick combo whether the enemy runs away or totally sucks in combat (against WS 1 even plague monks strike with a +3). Problem is only stormvermin and plague monks can do this as they are the only units able to wield banners.
There's also a weakness in this plan. Your BSB can't have anything but the banner for magic items and the rest he can use is very basic. Nextly he has to touch enemy models in base contact to make them re-roll for leadership but not the -1 to leadership. So if an enemy challenges your chieftain it could get very ugly very fast. As you either lose your hero or lose the re-roll successful Ld for enemies (skaven have verminous valor). However this is provided you even face off against an enemy strong enough to kill the chieftain in the first place. Not too hard but unless he's facing another hero or a powerful champion he should be fine.
Another small weakness is if a unit you're facing causes terror. That's not very likely though and it doesn't matter much. Also if they cause fear then you still cause them to have fear so it's just the normal 2 fear checks rather than the terror check beforehand.
Oh yeah and then there's frenzied and immune to psychology units. Basically if you're fighting undead or something that's bad but otherwise it doesn't matter.
