I say silent clap because it wasn't really something to get uber excited about off the bat, because there aren't really all that many TK players out there. I know they are out there, but there just aren't that many!
After reading through the book though, I am impressed with how big an upgrade they got (and angry that Beastmen got the shaft). Their units are spread pretty well through the different slots, so you can take big nasties as either special or rare with plenty of solid choices in core. They have a flying chariot guy (WTH?), chariot squadrons with rank bonuses (uber impact hits with ranks), and arguably some of the scariest missile troops in the game. They also don't have the bound spell handicap anymore, which is totally great for them. Their magic works just like everyone else's, aside from the odd lore selection (Nehekara, Life, Death).
I was pleasantly surprised to find out how GW went about adding bolt throwers to the list, as I had heard that was a possibility and just wasn't seeing it. All their big stuff can now take bows and though they don't work precisely like bolt throwers they are a close approximation.
One scary option I saw was taking the female special character in a unit of ranked bow skeletons. If you can get the speed spell from their army lore off (Righteous Smiting or something), you have a unit that can move and fire 24" with 2x multiple shots and poisoned arrows all hitting on a 4+ that can't be modified. Whoa. Crazy sauce.
All in all I think it was cool to see stuff added to their book that nobody else really had (big guys with bows, crazy chariot stuff, WS buff from characters, etc.). There was also a repricing/balancing that I think works really well for the book.
About a B+, maybe an A-.
