Bigger guns for Iron Warriors, sneaky/fast options for Night Lords, probably Infiltration and hopefully Culties for Alpha Legion, Dark Apostles and maybe better Summoned Daemons/Possessed for Word Bearers.
All the Cult Legions really need is Troops that aren't so badly overcosted and options for proper Cult Terminators/Bikers/Havocs, rather than just an Icon.
EDIT: Should probably mention, this is all just guesswork, much of it based on the Legion variants in the real CSM Dex.

Actually, I've been working on a Chaos Warbands fandex that hopefully should answer most of the gripes CSM players have about the current 'dex. Basically, a lot of their rules are being brought up to date with Codex Blood Angels and Codex Space Marines, and it's possible to not only play Chaos Marines, but also Daemonhost, Cults/Traitor Guard and any combination thereof.
Some of the ideas I've been throwing around have been more along the lines of the Cult aspect (using Codex Imperial Guard as inspiration), but Obliterators are probably going to be more Techmariney, but still keep the firepower they bring to bear. There are also plans for Sorcerer and Possessed Dreadnoughts, and I think that the forces of evil deserve their own Land Raider variant (hell, practically every loyalist Marine chapter seems to have one...). I'll start putting up a thread if people are interested.

No, I hadn't. It seems that we took a look at the exact same codex, had some marginally similar ideas and then went in two completely opposite directions.
My fandex essentially starts with Cults, but each HQ choice (aside from Sorcerers and Black Messiahs) lets you play around with the FOC (Chaos Warlords make Chaos Space Marines Troops rather than Elites, make Cult Marines Troops if he has their Mark, make Bikers Troops if he has a Bike, make Terminators Troops if he has Terminator Armor and make Cult Terminators Troops if he has both Terminator Armor and their Mark, upgrading an Obliterator to another level lets you take Chaos Dreadnoughts as Heavy Support in addition to Elites, and Daemon Princes let you take more Greater Daemons).
Chosen work more like Wolf Guard, but you can only take so many Chosen units (1 per 2 Chaos Space Marine units), and there are a lot of units I haven't gotten to yet or have yet to include, and I'm trying to decide whether or not to include veteran skills (maybe something that Chosen can do) and the like. Still, it'll be interesting.

Hopefully by next summer, we'll have an official Codex: Chaos Legions, that doesn't suck. Fingers crossed.
