i am considering starting collecting warhammer again when i can afford it, starting completely afresh. i would probably go for eldar or tau, and this is what i would aim for as a starting force of eldar. this is all based on the strategy and army i used to use, so probably wont follow orthodox starting armies.
this is not to any particular points cost, the total is just what i end up with.

the cost of the warlocks is combined. i have not added these to te guardian squad totals because they are already there.
this is a very capable 850 point force, and has plenty of firepower, and can deal with any vehicles or troops thrown at it.

yeah, they are good at that!
anyways, as for expansion, heres what i had in mind:
3 vypers all with bright lances 2 warwalkers each with 2 starcannons.
as well as a slight change to the HQ. i would have a seer council instead of whats already there. 2 farseers and 3 warlocks.

forget the warwalkers: they are too fragile.... I have tested them: they are very nice because you have got a lot of firepower but a 10 armour and opentopped...very light and it 'is a vehicle so you can't hide behin your troops. If you take Ulthwe, the seer council is very tough!!your opponent won't like them!!Take one or two wraithlords for psychogical impact and plenty of guardians with heavy weapons (starcanon is the best). take two good black guardians (bs 4) with a worlock and a bright lance and other guardian squads (5 plus heavy weapon) Use vypers because they are great and deadly!!

Never discount striking scorpians, apart from the fact that they are quite slow an 8 man squad with an exarch with a powerfist bundled up in a waveserpent can be much more effective than banshees.
On the other hand the banshees power weapons make all the differnce but there 4+ save really lets them down especiallly against space marines.

If you dont mind I would like to share some of my thoughts and knowledge about the Eldar.
After having played around 10 games (loosing badly the first 4) with eldar I start to consider myself a vet with some knowledge about the pointy eared kin. Lately I've won agains IG, Death Guard and Necrons using basicly the same list with slight expansions from time to time depending on the points.
I dont know if you are entirely new to Eldar but the new edition codex has changed them a bit.
First of all I never leave home without 10 "pathfinders" if you have the codex you'll know they are deadly. 2+ to cover save and 5+ to hit make the shot AP1 . 10 Pathfinder = 240pts, expensive but worth it.
About the Farseer, drop the fortune and give him Doom instead, reroll to wound on a enemy unit within 24" is the bane of any foe.
The dark reapers, very good choice if you are facing a 3+ sv army. If not, you should go for the warwalkers, 3 warwalkers with 6 scatter lasers = 36 S6 shots, use doom and guide and you will have a slaughter.
The warlocks nowadays come in groups of 3-10 so you must have a 3rd warlock, the conceal is not worth the pts, give them either Enchance +1 to WS and I to the unit the warlock joins, or Destructor (basicly a heavy flamer).
Drop the Guardians, since Dire Avengers are superior in every way, actually you will get 10 Dire Avengers for 120pts (without exarch but he is not needed). The dire avengers have BS4, 4+ Sv, I 5 and their shuriken catapult is Range 18" Assault 2 instead of the Guardian Range 12" assault 2
2 more things are critical for an Eldar army. Get a Wraithlord, and an Avatar. The wraithlord and avatar are both antitank/anti infantry/strong CC units and will soak up a lot of fire and attention letting your remaining troops to roam free. Also , the Avatar makes any eldar unit within 12" Fearless, so I usually spearhead 3-4 Dire avenger squads with him.
Then the tanks, go for a fire prism over the falcon, its cheaper and have superior firepower and its the only eldar vehicle with BS4. And then a wave serpent and you have the basie of a good army. Expand with 3 vypers with weapon of choice & shuriken cannons.
Here is what my 1750pts list looks like. When playing larger games i add all sorts of extra aspect warriors like warp spiders, fire dragons, swooping hawks and harlequins.

well ill have to say some of these tactics are very good, but being with a biel-tan cased corsair fleet i would have to say aspect warriors along with some good long range fire support is the way to go always bring on some fire dragons against guard because if theyre rockin tanks then toss some dragons in a serpent with star engines and you have molten slag piles in the first turn
which is also why you need a wraitlord either with twin linked lances or a lance and a missile launcher, and the guard tanks will be no more then when the heavy stuff is gone walk that lord up the field unleash flamers and assult with that strength 10 toughness 8, but dont forget a spiritseer with conceal incase of any autocannons and such
as for infantry busting use those dire avengers move them up into there nice 18 inch range then gradually move back while retaining a volley in the shooting phase then when the enemy is near unleash a bladestorm and charge( good against orks and guardsmen)
as for the farseer get DOOM, it works, and dont worry about the runes ld 10 means you have a very low chance of failing your pyschic tests
and for close combat i recomend either scorpions with shadowstrike or harlequins with a shadow seer and death ester then give the rest of them kisses tand they will devestate any tau, guard, even orks and ive even wiped out a gene stealer mob with em
dont forget the pathfinders and guardians (i rock a scatter laser)
