Aah. Well, it's not like Yarrick is more retardedly OP than Dragio (whoever he's supposed to be, some nobody who suddenly appeared in the fluff as if his little toy soldier background meant anything).

Imperial Armour 11 has a nice 'allies' feature:
Any Eldar Corsairs army can have 1 unit from the Eldar Fast Attack or Elite choices, Or they may take a single unit of rangers / pathfinders.
Or the Corsairs may take 1 unit of Dark Eldar Kabalite warriors.
Both choices allow you to also take the transport and exarchs.
Fire Dragons are quite popular...
This system seems to work quite well as it is excludes powerfull HQ and heavy support, and also keeps the core troops and overall flavour to Corsairs.

I agree on that tread, it would seem like the "best" way to impliment it, and it would give some flavour to a list.. But the amount/type of allies should be very restricted, just as you mention..

More to the point, Dragios' fluff (like most of the fluff GW produces nowadays) reads like a twelve year old XboX gamers attempt at writing Gears of War fanfiction. - Also, those aren't Yarricks' rules in the IG codex. They're the rules for Commissar Garrick, Yarrick's clone version. Of course, allies wouldn't be a problem if GW's idea of effective rules design wasn't "spam as many gimped out retarded special rules as possible without concern for the consequences" (forgetting their own advice on special rules that "less is more" - see the Apoc books for details).

I think the tricky part might be factions that don't particularly have any sort of allies they could reliably call on, such as Orks or DE. Everyone should be able to take Kroots, since they're described as a mercenary race. It could also open up for a completly new race as mercenaries. DE should perhaps be allowed to take a single choice of some kind of Eldar unit? To represent Eldars "deserting" in the same way as some Marines go renegade or join Chaos?
