Here is a piece I built for my ruined city board. I found the original piece at a Kmart after last Christmas for about $3 bucks. Here's a closeup of the poster Very nice. Of late I have seen many model sized posters, how did you make this?

Theres links in this thread, I found a load a while back and everyone went crazy over them. They're near the bottom (just links). I like the fact this cost $3 and a bit of time and effort

I'll try and answer all your questions in one post. 1. Macknight - I made all the sand bags myself. Here is a short tutorial on the technique I used. You just need to get some clay from a local hobby/craft supply store and do this: www.miniwargaming.com/content/easy-sandbag-tutorial2. Zeke - I'm sure I've walked by tons of potential terrain pieces. I found that if I walk into a store with the idea of "What would look cool on a gaming table?" in my head I find pieces like this. 3. Ready - I made the poster on powerpoint. I found the soldier and aquila art on line and after pasting into a powerpoint slide added the words. I then shrank the whole thing down (you have to play with the font sizes a bit). Next I tore out the poster to make the edges rough, added a few strategically placed tears and folds, crumpled the whole thing up a time or two to add to the worn affect. Then I took a tiny bit of black paint and added lots of water. I painted this over the side with the printing on. Then delicately turn the poster over and paint some watered down pva glue on the backside and carefully lift and apply to the spot on the piece where you want the poster. 4. 3ff3ct - there are several sites out there that have posters you can download. I just typed "imperial guard propaganda" into Google and found them pretty easily.
