Is there a good way of taking the weapons off metal figures and/or manipulaing their arms to suit other weapons... For example giving an ordinary guardsman a large SM weapon?

A hobby saw should get the weapons of.
Just be carefull when repositioning arms. When you bend em over too agressively or too far out of original position they will break.

That's faster, but you have to be more carefull not to slip. But if you're hhandy with it, that's equally good

Depending on how thick it is I can usually get through the GW model metal with the sharp wire cutters on a pair of thin-nosed pliers. This works through metal sprue but probably wouldn't get through arms, might get through wrists though.

For pistols that's a good idea. I do it too.
Cut of the pistol with wire cutters, but slightly above the hand as the metal can warp. Just scrape off the exces afterwards with a file or a sharp knife.

for head swaps i usually use a pair of pliers and twist the head off, then dremel down the neck till the surfae is low enough to mount another head... even i have reservations about removing metal weapons, like the lasguns for instance... its very hard not to screw up the arms or hands accidentally.
