So two things really, firstly instead of a bump im putting it here : Is flow regulator the same as thinner?
And also can you use any acrylic paint for minis? Seen some real cheap...

Pretty much, yeah. The flow regulator thins the paint to allow a thinner consistent flow of paint through an airbrush. Thinner on the other hand is meant more for brush type paints and may not be as consistent in viscosity.
The answer is yes, you can use any paint for minis, however it is not recommended. Different paints have vastly different quality. Craft store paint, while cheap, may not have quality pigmentation and has a tendency to flake off easily. Better paints such as GW's paint, P3 from Privateer Press, Reaper's line of paints, and Vallejo paints have a much finer pigmentation and a higher quality binder (what the pigment is suspended in) that allow for much finer results. The old adage that you get what you pay for rings true in this case.

The same goes for undercoating too, I know guys who undercoat with car body kit primer, matt spray paint etc, aand although they save a lot of time base coating their models, the finish isn't as good as if they had done it the 'proper' way. As Commissarbob said, it's personal choice whether or not you you go for the easy/cheap route with less quality or the expensive/long way around.
