Only given it one read through so far, so I can't get too in depth, but overall, it looks like a marginal upgrade. Mostly focused on the new toys (especially the Fiends), but some existing Units got some pretty impressive improvements, too (Bikes and Havocs just plummeted in cost, while CSM now have the cheapest AutoLas Predators in the Game).
More later, after I've read through a couple of times and put together a couple of lists.

Fluff/special units/abilities for non-cult legions..
ie: Iron Warriors, Nightlords, Black Legion, Alpha Legion, Word Bearers??

There are Culties, but they're pretty bland. 5-35 per Squad, Pistol/CCW or Autogun, one in 10 can take a Stubber or Flamer. They can take Marks, but not the Icons that might actually make them good. Traitor Guard are done using Allies to bring in IG Units.
I haven't really looked at the fluff yet. It's obnoxious reading in this format, and I don't care enough about that to strain my eyes. No special Rules for any Legion at all, but there are options that can make most of them work pretty well as theme: Raptors & Warp Talons for Night Lords, lots of Daemon Engines and Hellbrutes for Iron Warriors, Culties for Alpha Legion and Word Bearers, plus Dark Apostles for the latter. Black Legion are the default.

Don't forget to mention that Most HQ choices have the chance to be upgraded to a Demon prince via D66.

I got the new book today and the first thing I'm going to say is it's not worth the cost. I won't go into too much detail lest I incur the wrath of the lawyers, but essentially take the most irritating aspects of the last two CSM codices and stick them together. That's what you've got here.
I know the previous codex got a lot of stick but at least it was worth the money. The new book has too many examples of copy and paste laziness, stupidity and worst of all, fluff over function. Worst of all, it's by Phil 'formerly the codex king' Kelly, a man whose name used to be synonimous with a well thought and well written codex.
