Haven't figured out quite what do with the eyes yet. Want to have them 'glow' a bit. Thinking of using a 'silver' covered by a 'clear green or blue'. Anybody have some ideas?

I think Vegna's right, your best bet is probably going to be some extremely fine and careful layering. Too bad I can't get my hands on the little jar of tritium paint my dad had back in the day... used it to mark his handgun sights so they could be seen in the dark. Good stuff, and not noticeably toxic, unless you lick your brush while painting.

You could paint them green and highlight appropriately, that would give them a bit of a 'glow' without having to venture into OSL and the like. As long as it's lighter than the rest of the model it should be pretty easy to pull off.
(EG. Dark angels > Snot Green > Scorpion green > White highlight [reflections, so it looks like glass])
