I have always wondered what uses these guys have besides making a melee based guard army, what are your opinions on them?

They have no use beyond making a melee-based Guard Army. That's what they're for. They're not good enough, in and of themselves, to provide enough of a boost to be worthwhile unless they're in a Unit that's been built to maximize their buffs.
Even then, they're hard to use well, since they rely on getting the Charge, and Guard can only really do that with careful use of Screens.

I just bought one with an eviscerator (awesome model, priest screaming with a chainsaw). That is like a power fist (doubles strength) and 2d6 armor pen I think. The uses I have thought of him so far are with a commie blob of 30 to 50 guys or with a penal legion (hell yes!!!). Thats our assault troop as gimpy as it may be. I'd like to do some conversions, get the orange jumpsuit thing going...
Whats a screen? Like a pic in basketball?

think he means trying to cover its advance. and penal legion isn't our assault squad. I'd say our assault squad is ogryns or large blobs. but I always go with our strength, numbers of shots and tanks! don't let them get close enough to assault.

Well Ogryns yeah, but they're too stupid to listen to the priest. The only reason I say the Penal Legion is our assault troop is because they are stubborn and get the Desperado rule which does stuff like fuious charge, counter-attack, etc...assault type bonuses. But yeah, a guard blob with a commie might be better. If the penal legion wasn't 10 more points than a squad of vets they'd be alot more tempting. I also wish I could take a larger unit than 10 of them. I really like the fluffy idea of sending convicts to their death on the front lines though...maybe partly because I think we should do it in real life. Priest might be good with demo vets too...or maybe overkill? I might have to try that with an eviscerator and smash any MC, Vehicle, or walker that gets near my base ... or drop them out of a valkyrie... I can dream right?

The problem with Penal Legion is that if you add a Priest for Assault, Murphy's Law guarantees they'll roll up Gunslingers Also, even with the Assault buffs, they still kind of suck. They're just Guardsmen, and they die like Guardsmen. Finally, the Priest's bonuses get better the more Models they affect. If he's giving re-rolls to 40 dudes (some of whom have Power Axes), that's way better than giving re-rolls to 10 dudes. In general, he wants to go in a Blob, so you can boost as many other Models as possible, and so it takes longer for him to get killed off. You're then going to want another Unit (the Screen) in front of that Blob, so that Bikes/Jump Infantry/Beasts/Cavalry/things with an Assault Transport can't Charge you and thus deny the Priest his bonuses. You're probably also going to want to combine this with Straken or Creed so you can get Furious Charge, which makes it all better. At this point, you've dumped like 700 Points into this, so you might as well just go ahead and make an Assault Guard Army.
