I am not very versed in the ways of Forge World. But I was sitting here at my desk and it occurred to me, why doesn't the codex allow me to take an autocannnon as a hull mounted weapon? Is there a forge world entry that allows a Leman Russ to take an autocannon as a hull mounted weapon?

Under the current rules and pricing autocannons tend to be a straight upgrade on heavy bolters, so it is partly a balance thing.

nope, for the same reason there's no leman russ variant with a hull mounted plasmacannon, or a hull mounted multimelta either.

Fluff-wise, the STC for the Russ doesn't allow for the installation of anything other than a Lascannon, Heavy Bolter, or Heavy Flamer in there. You might occasionally see a jury-rigged replacement with some other weapon, done somewhere without much Adeptus Mechanicus supervision, but nothing as a standard option.
Also, and this isn't reflected well in the Rules or current Models, but historically, an Autocannon is a substantially heavier and bulkier weapon than a Heavy Bolter. The Heavy Bolter is, in 40K terms, more or less the functional equivalent of a .50 cal machine gun, while an Autocannon is a powerful enough weapon that Predators use it as a main gun. That's going to require some major re-working to fit into a Hull mount like that.
All that said, there used to be even official Models that reflected the greater variety of armament that's possible with field modifications and such. I have an old Epic Chimera with a Hull Plasma Cannon, and I think a couple of my Epic Demolishers have Hull Plasma Cannon, too.
If you want to House Rule it, I'd make it a free swap for the Heavy Bolter on the two Russes with Ordnance Turrets, 10 Points on the Vanquisher or Exterminator, and 5 Points on the other variants.
