Hi,
Liking your use of flamers!
Things that I think you could swap out are:
Lord Commissar Storm Troopers Sniper Rifles in the Vet squad
Armoured Sentinels - Id switch to scout and go for rear / side armour with lascannon and a heavy roasting for any boys, buggies and bike near the flanks.
It looks to me like you intend to use a flamer platoon and to keep it mobile, I'd look into supporting it with a platoon command squad with all flamers, rather than the mixed weapons you have, its cheaper and has a more a clear purpose.
If you can I'd add more russ or platoon blobs then I would go that direction over veteran units.
Have you any valkyrie because they make a good mess out of greenskin hordes!

Everything tread said! Its generally a no no to mix weapons in units, give them one clear goal and weapon type. Ratlings make the best snipers because they are cheap and have lots of special rules. If you are using cadian style just say they are whiteshield following ratling rules Heavy flamers are too expensive for infantry. They don't give you much more killing power. You have one squad with a power fist and plasma pistol, I don't think they will get much use out of it verse orks. Once they get to CC is usually over. You might be better off with a BT verse a demolisher because most ork armor is lighter and you want that nice range.

I would also agree with keeping the stormtroopers at home. If you do take them, I like to give the sgt a plasma pistol and hotshot laspistol for the gunslinger rule.

oh yes...
much more solid - each unit has a clear role and purpose, and those platoons (I'm assuming your making 2 platoons) will be a challenge to beat after the overwatch takes its toll.
Have you a commissar to put into the platoons at all - the stubbornness will be very handy, possibly more so than the regimental standard.
Liking the poor mans hellhound (the chimera with 2 heavy flamers) - it may be better carrying the platoon command squad than a single infantry unit.
My only question is regarding the grenade launcher in the veteran squad.
(a 'BT' is a leman russ main Battle Tank, sometimes called LMBT)
good work sir

This does look much better. A few things to consider.
I use four rules when creating a guard list. 1. One Special weapon type (only multi types if they synergize) 2. Keep as cheap as possible 3. BS4 needs meltas and plasma (westrider will argue for melta and plasma all around and he might be right) 4. When in doubt more men or guns
For example, I think dozer blades and extra armor are garbage upgrades. Too expensive for too little benefit. I would drop them. I don't like stubbers either because usally they can't fire at full BS. Forward sentries, on your chimera squad won't help that much more. So too much eggs in one basket. In this case, grenadieers is better because when orks CC you, the armor still works. Forward sentries shines when you have Harker. Your scout sents, one lascannon and 2 heavy flamers means only one can shoot. I would go multi laser, because it is cheap, range is equal to the one lascannon. It can target light vehicles so you get some extra punch verse trukks. And it goes through ork armor.
You can trim maybe 60 points there alone. That is another squad of men, which could save the day. Or maybe up those vets to melta. Orks don't usually require much anti tank, but maybe another anti tank unit would be handy because the changes you made weakened that aspect a bit ( I would switch a single valk to a vendetta but maybe your friend has no vics )
Also a get a Vulture cuz they are awesome
