So if a Deep Strike unit (non-flyer) comes in - can it walk-on the board vs having to deep strike?
If yes -- can they charge also?

Any unit that you put into reserve can walk on the board, however a unit with the deep strike USR has the choice at the start of the game to deep strike in rather than walk on. So if you declare at the start of the game you want to deep strike them, they must deep strike if not than they must walk on your table edge.
As for charging, unless they have a special rule no unit is allowed to charge the turn it arrives from reserve.
