Long time lurker in the forum after taking a hiatus from fantasy after all the end times rubbish. Here is my friendly-ish list to start my steel legion-esque (albeit not mechanised) pioneer force. All constructive criticism will be welcomed.
CCS Carapace for Colonel Bolt pistol for Colonel Vox-caster Regimental Standard Mortar (hide behind platoon for safety reasons and simultaneously order platoon around and lob largely ineffective shells)
PCS Bolter for Lieutenant Vox-caster Mortar (see above) 2 flamers
30 guardsmen 3 sergeants with bolters 3 autocannons Voxcaster Commissar with bolter (goes with blob obviously)
10 veterans Veteran sergeant with bolter 2 meltaguns
Chimera Multilaser Heavy flamer
Total 500

Looks fine for friendly games at 500 points. If you want to stream line try dropping the bolt pistols and bolter upgrades, which are a little expensive for what they do. The vox-casters aren't very popular but there are players who swear by them and getting an order through can be pretty useful. Mixing the short range flamers with the long range mortar might not be the best idea either, though I can see where you're coming from and would be interested in hearing if it works out.
Oh, and only having one vehicle paints a big target on it for your opponents anti-tank weapons and if you need the meltagun team to live it might be a better idea to try and sneak them through on foot if their trnasport is just waiting to burst into flames. A camo-net might help it to live if that happens a lot.
If you dropped all the bolt weapons, the carapace off the commander, the standard, the voxes and the flamers you could get another squad of infantry, or a special weapons squad to hold those flamers (then they could act independently to the PCS).

or a master of ordnance who will bring a S9 AP3 large blast to the table.
even if its inaccurate it'll scare the heck out of your opponent!

Thank you for the constructive critique.
I personally think the bolters are worth it as they turn a sergeant's useless laspistol into something considerable for almost nothing, however, I am not sold on the vox-casters yet.
The mixing the flamers and mortar are troublesome I agree. Nonetheless, I was hoping to hide it behind my platoon and lob shells then move with the flamers as a counter-attacking threat for those who get too close to the platoon.
As for the Chimera, I completely agree. However, I cannot think of another way to prevent my opponent merely targeting the veteran unit and gunning them down through weight of firepower. Nor another way to add some manoeuvrability to the list. Any other options?

At 500 points I wouldn't consider melta guns:
1) they make a unit have to take big risks to use them 2) they cost a lot 3) the transport options are either problematic due to their vulnerability (chimera) or too effective and may be considered a a bit OP (valkyrie).
I would give the veteran squad longer ranged weapons, plasma seem a good option as they have range, high strength and the ability to cut through armour, this will give them the flexibility needed at such low points games. They do cost a lot though. Plasma also work well with auto-cannons, though grenade launchers can be quite well placed with auto-cannons.
I would advise away from the mix of mortar and flamer, the guard are numerous so make each unit task focused, either move and support the platoon or stay put and shoot. It might be worth upgrading to something a bit more high strength if going for the stay and shoot option.
personally I'd stick auto cannons on the other squads (veteran, CCS and PCS) and use the platoon to advance with, the commissars can do decent damge in close combat and the sergeants are pretty good fighters too... add a melta bomb or two and you can scare away tanks and dreadnoughts alike.
I'd also attach a master of ordnance to the CCS and drop the banner at this points cap. (it effects too few units over a small game)
Bolters are cheap and cool, so I can see why you want them!
Keep the chimera but use it as a mobile turret.
This should free up some points for some more men, a SWS with flamers would suit you well.
