I'd say move that punisher and executioner to your HQ slot, with past in the punisher, and drop the two CCSs. The CCSs don't really look to add anything to the list as they are on foot with no one to order. This will mean you can only have one CAD so your sentinels and basilisk swill both need to squadron up, which isn't really a bad thing. Next I'd put special weapons being either plasma guns or melts guns on your veterans and not lascannons. If the chimera moves they will be snap firing so might as well give them guns they can fire. Also drop the sponsons and hull lascannons on the vanilla Russes. They are nothing but a waste of points as they can only snap fire if you fire the battle cannon. With any additional pointsI'd say beef up for storm troopers. They can take special weapons so might as well load them up. I'd suggest plasma, melts or the volleygun.

The CCS with the Astropath is intended to work along side the Culexus as a response to marine units trying to get into my gun line/wreck my tanks in cc.The Astropath might end up with a useful psychic power but it is mostly included to 'feed' the animus spectrum. I personally haven't had the best luck advancing melta-gun teams into Dark Angel armies (I mostly just play against this guy though) so the Chimeras are being bunkers for my Lascannon teams if there isn't any cover for the squads at deployment.
Chances are you are right about the sponsons and lascannons on the Russ but they are modelled onto my tanks.

Did the Culexus/ Astropath combo end up being worth it in the end?

Well, I was able to deploy the Astropath command squad and the Culexus right next to a unit of Deathwing Knights I needed to stop from hitting my line via the two Vendettas, the Vendettas also delayed the knights because the bases of the flyers prevented the Landraider they were in advancing along the most direct route to my base (Emperor bless impassible terrain corridors).
But during my turn when it would have unleashed a 5 St5 Ap1 shots at them I accidentally skipped from the movement phase to the orders phase and only remembered that I needed to fire it in the psychic phase right before I started the proper shooting and my opponent wasn't keen on letting me devastate the main unit in their attack so they called no backsies.
I think that is something that will be a very easy mistake to make in games, especially if it is the only psychic thing you have going on, it was turn 4 and it was the first turn we would have had a psychic phase.
That said, I don't think the Knights would have been an ideal target, with their Stormshield saves and T5 from the shield wall they would have had a reasonable chance of escaping the worst of it. Then again dealing with those guys is about whittling them down as much as possible and they are quite pricey per model.
