The Artillery firebase will be supported by the two blobs of foot sloggers. The Conscripts to prevent deep strikes and charges, and the Sisters to sit on an objective nearby, and shoot at things that try to maul the conscripts.
The Dominions, Seraphim, and St. Celestine all rush to kill whatever nasty things exist elsewhere. I haven't actually gotten a game out of this list yet, but I'm fairly confident that, as a TAC list, this covers most bases.

Tactics are still mostly the same. Plasma everything to death, use the chaplain and terminators in the storm raven as my heavy hitters. Sternguard are fire support, tac squads are objective grabbers, assault squad run interference, take out behind-the-lines fire support units, speedbump hordes, etc. It's a bit weak in AT and anti horde, but I want to try it and specialize from there.

This was made based on what I have. I haven't actually seen the stats on these units or weapons, so it's sort of blind specilation and faith that splinter weapons still have some advantage to wound, and that dark lances are good. This is obviously an extremely dakka-heavy army, with the Bloodbrides and Yvraine there mostly as an emergency unit to throw in front of anything particularly punchy.
I may consider dropping something for a unit of pathfinders, since I feel safer with a unit of snipers in my army, but we'll see.

So here's why I think I like this list quite a bit.
- The Librarian goes in the stormraven with the vanguard vets and the Ironclad dread. He takes Might of Heroes. While still in the Stormraven, he casts it on the stormraven to make it T 8, making Melta wound on 2s and the much vaunted AA flamers wound on 6 (can they cast while in a transport, if it's not a shooting attack?). Then he uses it on the Ironclad when it gets dropped off. Suddenly it's S7, T9, A5. The S7 gets doubled to either S13 or S14 depending on the order in which you apply modifiers, so those five attacks wound on 3s or 2s. That T9 means all Str 8 weapons wound him on a 5+, and lascannons wound on 4+.
- The Sternguard are a decent screen unit. Those plasma pistols buff their ability to lay out wounds, and on the charge they get 15 attacks, 3 of which are with a power weapon. They also have the mobility, thanks to the storm raven and their jump packs, to get around blocking units. This is the squad that, ideally, would jump over the conscript wad and nuke the commissar.
- The captain sits back and buffs the devs and the AC dread. The Venerable Dread is throwing out 8 AC shots that hit on a 2+. Thanks to the captain, he can reroll his misses. The buff to the devs is fairly obvious, but the side benefit is that they are less terrible at AA duty. While we're on the topic of Devs, using the Signum to buff a dev to hit on 2+, then using the armorium cherub to make him fire twice seems... efficient, especially if you're rerolling 1s with the captain.
- The ancient will sit by the devs, offering them a 50/50 chance to still shoot (in the opponent's phase) if they die. The Apothecary will babysit them too, because if a model dies, he has a 50/50 chance of bringing it back to life. So, if a Dev dies, he has a good chance of firing in the opponent's turn, and a good chance of getting right back up after to fire again on your turn.

You can't do anything at all while inside of a transport, unless the transport says otherwise. It's the same reason that Sisters in transports can't use acts of faith.

In 7th fighting a Stompa is damn hard - haven't got a clue if anything has changed but before I needed to tailor my marines to give pretty much every unit a lascannon just to take that thing down.
In 8th you can't repair while mounted in a vehicle, I think?! So those Big Meks will be outside the stompa, being shot at, but they can always duck inside for a bit of a break. Maybe the Painboy will be in the stompa making the meks a cup of tea.

Big Meks are characters, right? They can't be singled out unless the enemy is in krumpin' range. Besides, the stompa is so huge you can hide an Ork behind it pretty easily.
I've had a thought on Marine lists that's probably blindingly obvious to everyone else; Below 2k, the Battalion detachment isn't worth it. The troop tax will be eating too big of a chunk of your available points. It's better to run the Vanguard, Spearhead, etc detachments, since you can fill up on the excellent Elite and Heavy Support choices instead, especially if you aren't planning on running flyers. This serves a Raven Guard list the best, since you can load up on vanguard veterans and a jump pack chaplain (or Shrike) to take advantage of being able to deploy up close and personal, then taking a bunch of heavy support choices to back them up with firepower and to maximize that -1 to hit you're inflicting on anyone trying to plink you from 12in away.

While I love Vanguard with jump packs the most I'd prefer a shootier army and the extra command points from the Battalion. I was looking at vanguard and my preferences for power swords, power fists, thunder hammers, storm shields makes them waaaaay too expensive in 8th because they pay character prices, whereas in 7th the pts were heavily discounted. e.g. stormshields were 2/3 of character cost, power swords were at 1/3 of character cost. To me they seem too much whereas assault squad costs have remained rougly the same. I'd prefer normal assault at under 2k, it's only for big games that I'd consider vanguard. This applies to both 7th and 8th. For 7th I'd rather try to get full battle comp MSU madness and at the 2.5k - 3k mark I'd consider adding a 1st company formation to that.

Chem, you may be pleasantly surprised by some of the price reductions in the space marine codex. Power fists in particular got a DRASTIC reduction in points. A full squad kitted out with all the wargear possible will always cost a fortune, though, and since Chainswords are actually pretty good(free extra attack? Sure) it doesn't hurt to keep some just as chainsword mooks. I have a small squad where I'm trying a build with two as chainsword mooks, and two dual wielding plasma pistols.

That's encouraging. As it is I might hold off on buying that, as I need another razorback for a 7th ed list.
How does the dual wield pistol thing work now? Is it still two shots in the shooting phase and an extra attack in CC? Why not grav pistols?
