Fluff is a slang term for the background/backstory of your own regiment and the wider 40K universe. You know those little italiscised sections at the sides of the unit entries in the codices that detail the the nature of the unit, its deployment, uses etc. Thats fluff. Novels like straight silver, the inquisition war (a classic, everyone should read it) and so on are fluff. The entries in the rulebook about each race and army are fluff. So fluff is the story of 40K, the imperial guard and if you chose, your regiment if you wish to personalise it. I trust that explains it.
