Nob question here.
Exactly how does command and control work?
Say you have a Heroic Senior Officer. Now it's clear that any squad within 12" can use his ledership. Also squads with vox casters if the HQ squad has a master vox.
However, if a squad has no vox caster, but is within 12 of the platoon HQ, can they use the leadership of the junior officer leading the platoon?
What if the Platoon HQ squad has a vox caster? Can the platoon extend the HSO's leadership to units with 12 of the platoon HQ?

just buy Iron Discipline for all of your officers. this gives you a decent sized lvl 8-9 leadership bubble for every guard infantry.
i think this is a decent answer to your question.

Those who call newbs n00bs are the n00bs Learn the difference if you're using it. One indicates that someone is new to something the other one is sort of an insult... All officers habe the leadership "aura". Iron Discipline just gives them a little bonus when they have to test, but does not increase the leadershipvalue of the officer.

It still does not answer my question. Can the HSO's leadership be transmited via Vox to the Platoon Officers who then pass it on to the squads? From my experience in Warhammer Fantasy, I am well aware of the significance between LD 8 and LD9.
I do appreciate the advice on Iron discipline.

No it can't, nice idea tho . Either.... You use the Ld of any officer within 12" of the unit taking the morale test. OR You use the Ld of an officer with a vox caster anywhere on the board. Officers can use HSO Ld over vox for their Ld tests, but can not act as a conduit to pass this on to other units.

Iron disipline is therefore the single most damn useful doctrine in existance, I'm trying to come up for a fluffy way to use it for my mercanery guard.

Thanks again. Iron discipline was already on my list. It's a natural for Vostroyan. Giving every squad a Vox is too expensive. But it may be useful to vox the squads on the far flanks so that the can manuver without having to worry about maintaining that 12" contact.

Ironmonger - regarding transfering the HSO's Command to anyone that needs it via vox & the cost of voxes for each squad, the only way this could be done is if the HQ had a Master Vox Caster and the squads in question had voxes as well.
But even then it can only be done for one unit per turn.
Best advise to accomodate your wishes for the least points expense: Get a Master Vox, and only (buy & deploy) vox-equipped squads where you believe they may need that "umpf" factor for their Command, leaving squads you feel may not need the extra Command w/o a vox & spend those points elsewhere...
There is no perfect solution!
