The way i see it there was SOME chance of the cigarette not being fully extinguished and the cupboard being opened only to release a build up of gas from within.

I would say that presupposes a series of improbable events, then I realised the only one not dependent on human stupidity was the gas leak.

Presupposing a few improbable events is fine when the consequences are high enough and the preventative measures are cheap enough.
