Excellent photo, and example of Engrish, Req! Imma have to scan selected sections of the instruction booklet that came with my Mosin Nagant to share for people's amusement... "Mosin Nagant hunting rifle is for getting of animal objects in natural environment," is one of the gems I'm certain will delight. And yeah, elemental fluorine is about one of the nastiest things known to man, and hydrofluoric acid is pretty bad if you spill it on yourself and don't apply a neutralizing agent post haste. However small amounts of it added to drinking water do really good things for one's teeth and bones.

Actually, I'm pretty sure that it's fluoride in the water, as fluorine is pretty reactive stuff, if I recall (it makes for a better oxidizer than oxygen).

Yes, and the fluoride in fluoridated water is composed of fluorine and sodium in some cases (although NaF has largely been supplanted by other fluorine-containing compounds); note that the nasty hydrofluoric acid I mentioned above is also technically a type of fluoride. And yes, as I stated, elemental fluorine is one of the nastiest things known to mankind precisely because of how highly reactive it is; it's the most electronegative element and that means it loves to strip electrons off of whatever it comes in contact with.

I met an anti-fluorine activist in London last year and informed him that his views on the matter were all wrong and the government adds it to water because it's a pacifying agent the makes the public too apathetic to resist the increasingly fascist policies of his neo-colonial and pro-european masters. He berated himself for not seeing something so obvious and thanked me for opening his eyes.
He was probably just humoring me but its fun to think I increased to his ignorance. Hopefully he went on to spread that nonsense to others so they would see him as even more of an idiot then they already did.
