Yeah, I wrote an Adeptus Arbites codex a while ago, still don't quite know how to get it onto the net but that was pretty heavy on the older stuff, lots of web pistols, and a nifty pinning rule i invented for web weapons and water cannons (yes I did write rules for a water cannon)!
basically the rule is: All Webbers and water cannons cause pinning but in a slightly different way. Roll 1D6 plus the model/s taking the hit/s strength, this is the value replaces the model/s LD when taking the pinning test. All models which are pinned by a webber or water cannon have their initiative reduced to 1 and do not benefit from special rules which allow them to always strike first, whilst they are still pinned. If their strength plus D6 is over 10 then the test is automatically passed. The Fearless special rule has NO EFFECT on this ability, you still use D6+strength as leadership.

It's too close to the release date to worry about trifling matters such as grammar. What I worry about is my bank screwing-up my credit card and saying, "You'll get a new one in 7-10 business days. It'll have a new number." So, my advance orders will potentially be denied... unless that card gets here soon enough for me to call and fix it.

Vox casters allow you to re-roll the LD test for issuing orders - that's all, no boosting the command radius of the command squad.
What else do you want to know my brave comrades in arms?

Having read it's rules in the new codex, I think it's more a novelty weapon to be used in Apocalypse games than normal ones. About the only use in a normal game I can think of is using it to clear an objective in preperation for dropping Valk-born troops or armoured fist squads onto it.
