The Inquisition has arrived.
Your Captain looks good, although it'd probably be a better choice to replace both his magic items with a Sword of Might, they're golden.
The Wizard looks nice.
I like the Engineer, assume you're planning on putting him with the siege weapons? Remember that if the weapon uses his re-roll snazz, he may not shoot his rifle, and so an expensive Long Rifle may be useless, you'll have to decide for yourself.
Swordsmen... Swordsmen... SWORDSMEN! *grumbles*
If you have the models already or simple have a fetish for swords and shields, I suppose I can't complain. If you use them because they're better than spearmen or halberdiers, despite that being absurd from a logical point of view, you're a filthy heretic and Gav Thorpe will take you away where the sun never shines.
Crossbowmen and handgunners look neat, but why a unit of 20 gunners with a command? If they get charged by anything other than skirmishers they're going to die anyway, eve if they'll hold their ground for a bit longer. And only a few of them (depending on your formation and if they're on a hill though) are going to be able to shoot. But if you have a plan with them or simply like the unit, by all means, use it. =)
Knightly Orders look good, although personally I'd use 5 knights and then 5 pistoliers for more flexibility. Empire Knights can't break anything on a frontal charge anyway, and 5 is enough for a nice flank charge. 5 knights with a musician is often considered one of the best Empire troops available, and unlike most other "best things", I quite like them.
While I disapprove of gunlines, if you insist on using massed artillery, I agree with the Belgian, replace one of the mortars with another cannon.

Are mortars good for offensive Empire armies?
(i.e. ones that flood the table with cheap archers/infantry, then advance on the enemy)

Mortars are good if you're often fighting lots of infantry, that's about it. But since most armies have infantry, it's generally a good choice if said infantry isn't extremely well armoured and tough (Dwarfs, Chaos Warriors).

I think the cannon is better, shoots through a unit. or shoot at the big and heavy things. (giants, well armoured units...)

A mortar can kill 10 models, a cannon can kill about 5 if you get lucky. And the mortar is cheaper. The cannon is probably better in general, but the mortar is damn useful if you're up against light infantry.
