So yeah... the local meta is Belial, 10 man terminator squad, 5 with lightning claws, 5 with thunderhammer/stormshield.

The solution: Executioners w/ Plasma Cannon sponsons (and yes, I mean more than one of these) and as many Guardsmen as you can muster. Let your lasguns whittle down his Storm Shield termies, then blast away with the Executioners.

I'd generalize beyond that. Massed firepower to drop the Hammernators and AP1-2 stuff when it's a LC Termi taking the next Wound.
Are they Deep Striking in, or walking across the field? If they're Deep Striking, our various Large Blasts can be very useful, particularly the Griffon (cheap massed firepower), the Demolisher/Medusa (AP2), and Psyker Battle Squads (kind of both, depending on how well you Roll).
Big Platoons with FRFSRF are a pretty basic choice here, too.
What kind of Points Level are you playing at? That's something like 650 Points, so the Points level really affects what else he can have going on at the same time, and how much of your Army you're going to have to dump into this. You're probably going to want to hit this with something like 1000-1300 Points worth of stuff in one go to really clear it out before it hits home.
Do you use Allies? For like 400 Points, you can bring in Coteaz and a couple of Psyker Henchmen Squads, which will lay out a couple more really nasty Large Blasts.
SW/BA/DA to get a Divination Psyker and maybe a bit of Counter-Assault could be handy, too. Guard love Prescience as a general thing, Foreboding or Forewarning make Charging a Blob a much less pleasant proposition, and Misfortune is wonderful for helping get through those Saves.
