So without having the current book on hand, how viable is a list that has a concentration of tanks viable? (Going off of 'dex reviews/youtube)
Roughly thinking something like 1-2 Tank Commanders (plus their tank squads) 2-3 Vets in armor (Taurox or Chimera or even Valks) 1-? Hellhounds/Devildogs etc 2-? Leman Russ squads
At what point limit does an AC thrive in? Should Basilisks or Wyverns be considered as well?
(note I'm not interested in using FW rules atm until I find out what local stores in my area prefer)

Armoured companies are in my opinion the best style of list guard can make. I use a list very similar to the one you describe.
HQ - Tank Commander or CCS in Chimera
These are the two best choices for an armoured company. The tank commander is very durable and can pack a huge punch; but also can be very expensive. My favourite load out for them is Pask in a punisher (arguably the best unit in the entire codex) with an executioner with plasma side sponsons.
The CCS in chimera is an other good choice with the squad loaded up with either 2x plasma or 2x melta or even both. The kurovs Aquila also works well on this unit for the perfered enemy bubble around the tank. This biggest down side to this unit though it the short range and the low AV of chimeras.
Troops - Veterans in Chimeras
As the vendetta can now only hold 6 troops, and the taurox is rather weak the chimera is the best transport for veterans. You will want to load them out very similar to your CCS with either 2x melta or 2x plasma. A heavy flamed on the unit can also be nice to try and deter assaults.
Fast Attacks - Hellhounds, Vandettas, and Scout Sentinels
These three are the best fast attack units we have. The hellhound and it's varients are excelent units for quick AT or AI tanks. I favour the hellhound the most as it is quick and deadly. The devil dog is the next best choice especially when coupled with a hull multimelta. The only problem with the devil dog is it's BS 3 compared to a torrent weapon that always hits.
The Vandettas are the best anti air unit in the codex. They are also very good anti tank and anti MC after you deal with all the flyers.
Scout Sentenials are great units for either anti tank or anti infantry. Fitted out with either multi lasers, heavy flamers or lascannons. The key to these units is to outflank them and not to mix weapons. Once again they are only BS3 so you want mass volume of shots. Heavy flamers are good for outflanking and targeting an object secured unit,. Multi Lasers are great for either anti infantry or anti MC/ Tanks. The nice thing about the multi laser is that it has range over the heavy flamer. Lascannons are straight anti tank/ MC. Out flank in and get some nice rear armour shots.
Heavy Support - Manticores, Basilisks, Wyverns, and Leman Rus
Almost any tank in the heavy support section works well with an armoured list. The only ones to really stay away from are the death stike or hydra.
The Basilisks, and Manticores are excelent units, however their minimum range means you need a way to defend them from close attacks.
The Wyvern is possibly the greatest anti infantry unit in the codex. A squad of two is devastating to any infantry unit. Two Wyverns get 8 twinlinked small blasts with shred and ignores cover. My friends hate them hahaha
Leman Rus are very durable and can pack a big punch.
A list style I generally run is as follows
Punisher Pask with heavy bolted sponsons and an executioner with plasma sponsons
2-4 vet squads with usually plasma but sometimes melta
0-2 hellhounds
0-2 Vandettas
0-1 scout Sentenials with heavy flamers, multi lasers or lascannons generally in a squad or 2-3
0-2 manticore
A squad of 2 Wyverns
