Greetings,
I've got some models on the way and am working on a paint scheme for my guardsmen but in the mean time have really decided to delve into the heart of the lore and truly understand what grimdark is lol
With that said, I've come up with some fluff for my new army I'm planning out, "The 304th Panem Light Rifles Regiment." I've got some fluff worked up and keep in mind this stuff is very early and very WIP. Any constructive comments or thoughts are strongly encouraged. If something doesn't make sense or doesn't seem to fit the lore too well please let me know. I love 40k lore but I won't pretend I'm super well versed in it either.

-History-
The Panem System is located within the Jericho Reach Sector on the Eastern Fringe. Founded in 235.M32 during early stages of the “Golden Age of Jericho.” With a single, vast and open continent, Panem was one of the primary Agri-Worlds of Jericho Reach. During the beginning of the “Age of Shadows” in M37 the Panem System was decimated by wars, drought, and famine. Many believed the Emperor had forsaken them and left them to their doom.
During the “Age of Shadows” several civil wars tore the system apart and by M39 only Panem Primus remained. Just as several brutal civil wars that turned brother against brother, father against son, had come to a finale, several new threats emerged.
Ork raiding parties, Tau scouting squadrons, and the vile forces of Chaos constantly threaten the planet. All seems lost when an Ork WAAAAGH! begins to rise and crash upon Panem Primus. However, just as it seems all is lost, a Kill-Team from the Deathwatch arrives on Panem Prime and pushes the Xeno scum back.
After the defeat of the Orks, the Deathwatch established a Watch Station on Panem Primus to guard against future alien incursions. By doing this, they also brought the planet’s populous back into the light of the Emperor and in return the grateful souls of Panem Primus provide the Deathwatch with bountiful food.
In 781.M41 Panem Prime is finally brought back into the Imperium of Man during the Achilus Crusade. The Departmento Munitorum allocates the vast stores of grain and food from Panem Prime to support the crusade and imposes the first Imperial Tithe upon Panem Primus in nearly four millennia. With this, planetary defense regiments are pressed into service in the name of the Emperor and conscripted to fight in far flung warzones across the galaxy.
-Culture-
The inhabitants of Panem Primus begin their service to the Imperium at a young age. Most on Panem Primus are taught at the age of five how to work in the vast and seemingly unending fields of crops that cover much of the planet’s land mass. At the age of sixteen all men and women are conscripted into the Panem Primus’ Planetary Defense Force. Due to being cutoff from the Imperium for such an extended period of time, all 15,000,000 inhabitants of Panem Primus are potentially members of the Imperial Guard.
On Panem Primus it is important that the women learn to do all that men can as during times of war the men are the first to be mustered to fight. Women deemed unfit to bear children or unable to bear children often go on to have extended military careers. Those unfit for either are often sent to work in the fields.
The people of Panem Primus are firm believers in the light of the Emperor and do what they must to serve him. One would think that after being separated from the Imperium for several millennia their resolve would have faltered. However, because of a cult of priests who built a large shrine to the Emperor during the “Golden Age of Jericho” their allegiance to the Imperium remained largely intact.
However, due to their seclusion from the rest of the Imperium, outsiders are looked at with suspicion. Vice versa, many within the Imperium look down on Panem with suspicion as many within the Inquisition often wonder how a backwater Agri-world could remain loyal to the Imperium after being out of contact for so long.
Also of cause for concern, Panem began producing it’s own patterns of Lasgun, Leman Russ, and other equipment. While the planet’s administratum was able to justify doing this out of necessity, some within the Imperium view this as a type of heresy. For now with the ongoing crusade, the people of Panem will be welcomed back into the Imperium with a great deal of suspicion.
Once Panem was reclaimed they were ordered to immediately cease building any of their own equipment until the Inquisition could complete an investigation into the matter. With that, Panem is allowed to use it’s own patterns of equipment until they are destroyed or no longer in service.
The ruling family, House of O’Duinn, has ruled Panem for millennia. Since then, they have expanded the ruling aristocracy by installing lords to rule sections of the planet who are loyal to them and most political and military posts on Panem are past down to the first born child, ensuring that the ruling families remain in power.
There are nineteen sectors of the planet, each ruled by a lord or Duchess. On Panem, women are expected to be able to do the same work as men and within the aristocracy that is no exception. Several women have ruled Panem over the millennia and many have had successes that rival men on other planets.
Because of their position of leadership, many of the ruling class serve as officers in the local Planetary Militia and in regiments sent to fight with the Imperial Guard. To keep lines of succession constant, members of the ruling families have several children. Most families are not led by their first or second born and it is often the youngest child in the family who is left to take over as the ruling member of the household.

-Tithe-
Immediately following the reclamation of Panem the Adeptus Administratum imposed a large tithe responsibility on the planet. The planet is responsible for it’s own defense forces and providing most of it’s food reserves for the Achilus Crusade. Panem is also responsible for providing one million Imperial Guardsmen annually.
Most of the regiments raised for the tithe are light infantry regiments but there are mechanized and armored units as well. Tanks are rarely organized above the company level and are typically attached to support infantry regiments.
-Tactics-
Because Panem has been cutoff from the Imperium for so long it has developed it’s own style of warfighting. With Panem being an Agri-World and being cut off from the Imperium, they would go through periods of bounty. During these periods when marauding aliens would invade they would sit back in their settlements and wait the invaders out, using huge earthworks and deception to make their forces appear stronger than they were to dissuade full frontal assaults.
Panem forces typically focus on defensive formations, relying heavily on earthworks and prepared emplacements to hold the line. When forced to go on the offensive, Panem generals prefer hit and run style attacks. Many times, generals will try and goad their enemies into launching full frontal assaults on their defensive line’s hard points in what is commonly known as the “Panem Bait and Switch Maneuver.”
Panem regiments are typically light or heavy infantry units but there are some regiments organized into mechanized formations. Due to the lack in quantity, Panem tank formations are rarely organized into formations above the size of a company.
-Training-
Men and women on Panem are recruited at the age of sixteen into cadet regiments and trained at a young age how to fight. This training lasts three months, typically during the winter months, and consists of basic soldiering and formations. This training continues annually until adulthood when all citizens are recruited into the Planetary Milita.
Every member of Panem is a trained soldier but only some are recruited into the Planetary Militia full time and the best of those are recruited for service off world with the Astra Militarum. Higher ranking positions within the Planetary Militia are typically handed down through generations for ease of training, a necessity when contact was lost with the Imperium.
Full time members of the Planetary Militia receive additional training in more advanced tactics and preparing a fixed position. They receive training in how to conduct raids and live off the land for extended periods of time.
Many members of the Planetary Militia gain warfighting experience during the countless Ork and Tau raids upon the planet. Many within the Planetary Militia fear a full-scale invasion is coming but by who is unknown.

Very much enjoyed this. The planet fits perfectly into 40k and doesnt stray into the "only of its kind"/"better than any" that so many people fluff does. Its grounded, basic yet feels fully formed and believable as an "average" imperial world. I like that the deathwatch is present too, do you collect them as well? I like to tie all my armies together under one fluff banner as well.

*NOTE* I have added some more backstory to the culture section of my fluff.
-Founding-
The 304th Panem Light Rifles is a light infantry regiment that was raised from the Village of Norwich and the surrounding areas in 254.M40. The regiment was formed after a Tau raiding party destroyed most of the 163rd Panem Home Guard Regiment which was stationed nearby. With the destruction of the 163rd, the survivors, along with local recruits from the Village of Norwich, were used to form the foundation of the 304th.
Norwich is a small village with a population of approximately 8,000 souls. Norwich is the central rail hub and warehouse district for the Lesoron Province, located to the north of The Hidden Sea and bordering The Crimson Dominion. Norwich is the second largest settlement in the region, behind the provincial capital.
The regiment is lead by House of O’Dubhuir’s third son, Colonel Maticus O’Dubhuir. Maticus is currently second in line to be heir to his families lordship. Colonel Maticus is a harsh leader but fair to the men under his command. He expects nothing but the best from his men and unflinching devotion to the Emperor.
-Regimental History-
The 304th Panem Light Rifles is a relatively new regiment by Imperial standards. Built from fresh recruits from the Village of Norwich and the remnants of the 163rd Panem Home Guard Regiment, the 304th is currently stationed at Fort Vigilance, watching over the region and patrolling for Ork raiding parties.
The Panem 304th is part of the Planetary Militia, however, is slated to be sent to reinforce the Greyhell Front of the Achilus Crusade forces upon the next tithe. This has brought great pride upon the 304th Panem Light Rifles as they are proud to not only serve in an active combat zone but one that will protect the Imperium and Panem as a whole.
Most of the men of this regiment come from agricultural backgrounds, like most Paneminites, but some come from Hive City Erytol and have a more colorful background. Many of the fresh recruits from Norwich have never been away from home for longer than a day or two, and those that have, have served in the Planetary Militia for a long time.

***I'm working on backgrounds for these characters, whom I'm hoping to model and get pictures down the road as I just received my first models in the mail yesterday and have to go get some paint from the local hobby store. I went looking for real world examples of a "regiment" for organization but then just decided I would make up my own way to organize a "Light Infantry Regiment." The focus is obviously on infantry and I expect I'll have to play around with the lists to keep it semi-competitive but also in line with my fluff.
I'll also be working on attached elements such as an Armored Company and possibly a Scout Company and some backstory for them as well. Eventually, I'll get around to doing some fluff for a Deathwatch Kill-Team I'm hoping to model but that is long term planning. Let me know what you think!

Dont forget to include a medical section too. Need somewhere for the medics to be detached from and the field surgeon/orderlies to hang out haha. I assume your logistics company would house the quarter master as well as any cooks, armorers, and and others in that vein. As for adding an armored and scout company, I would say probably not in a light infantry regiment. Armor would probably be in their own regiment and then attached to the infantry (atleast going by imperial standards). A scout company would probably be a bit too large a formation so instead maybe have them be a platoon/section within the headquarters or have a vanguard company made up of the regiments veterans? Just thoughts

-Lieutenant-Colonel Maticus O’Dubhuir, Commander of the 304th Panem Light Rifles Regiment
Born and raised on Panem, Maticus grew up like all members of the House of O’Dubhuir, on a agri-estate. This instilled a strong bond for his home planet and love for his fellow Paneminites. At the age of 10 Maticus was sent away to the Panem Schola Militarum to learn how to be an officer in the Planetary Militia and to fight for Panem.
During his time at the Schola Militarum, Maticus displayed an aptitude for commanding infantry formations and being able to lead scores of men. While he did not graduate at the top of his class, he did earn the respect of his classmates and became known as somebody they could depend on in a pinch. Upon graduation, Maticus was sent back to his home sector of Panem and placed in command of a platoon of white shields.
Over time, Maticus lead his platoon to several victories, fending off attacks from raiding Ork warbands, Tau Scouting Parties, and the rare but occasional insurrection. During the Siege of Granary Hill, while Maticus was a Company Commander, he ordered his troops forward into the city center which was held by a group of plundering pirates. His men were beat back twice until Maticus picked up the Company standard himself and with chainsword in hand, lead a final charge into the fortified city center and finally crushed the pirate defenders.
Now in command of the entire Regiment, Maticus has a reputation as a harsh but fair leader. A leader who cares for the welfare of his men and knows that if he takes care of them, they will take care of him and in turn, will do their duty for the Emperor.
-Supporting Elements to the 304th Panem Light Rifles-
6th Fumigation Squadron-An armored squadron made up of gas spewing tanks that are responsible for fumigating the fields of Panem during the summer months. The machine’s they use for this task are modified tractors and double as machine’s of war.
The gas they use is a home brewed concoction specific to Panem and highly effective at killing Orks. During the springtime they are also responsible for cleansing the northern forests of feral Orks that continue to infest the region and the occasional Ork raiding party. The gas used can also be modified for a specific foe by mixing plants native to Panem together, thus ensuring Panem has an ample supply of biological weapons to face any threat.
“Night Witches” Armored Company- The “Night Witches” Armored Company is unique in that it is an all female unit. Lead by the “Iron Lady,” Captain Sara O’Raigan. Full tank formations are rare due to the lack of manufactorum facilities to build such beasts of war, however, Paneminites have found ways to build tanks using the tractors and other farming equipment they have.
***Just some stuff I've been working on here and there, nothing major. When I said "attached" I meant more like "supporting" but due to the way my fluff is being written large armored formations are rare on Panem. That is not to say they don't exist but it is uncommon to say the least. That said, I wanted to add some supporting units so I could model some tanks, Bane Wolfs and Sentinels. There will also be some fluff for an artillery unit coming in the future. I'm hoping to paint some models and get some pictures up in the next week or two but life is busy with the end of summer. I'm also boldly thinking about naming all of my Platoon Leaders and Commissars and making fluff for all of them... but that is a little ambitious for the time being.

-Captain Michael Mag Uidhir, Company Commander of Dominatus Company, 304th Panem Light Rifles Regiment
Michael is the fifth son of House Mag Uidhir, lordship over the Hiatonia Province, which is located in the south central plains of the continent. Growing up in the provincial capital of Arcbury was not easy. The city was but a mere blink in the eyes of the Imperium, containing only 30,000 souls and would be considered a mere outpost on other planets. However, Arcbury is riddled with criminal gangs, smugglers, and other ne’er do wells.
Originally destined to run the local manufoactorum building harvester machines, Michael’s true destiny was unveiled when as a squad leader for his local Planetary Militia regiment he lead his squad to glory during a raid on a smugglers warehouse. After the raid it was discovered by a young Sergeant Michael that the crates full of the locally made narcotic “Dopedeine” was actually a cover for the smuggling of arms to a growing insurrection on the far southern side of the continent.
Michael’s display of tenacity and hunger for finding the truth proved to bring great honor to the Mag Uidhir household, who had a long history of fighting insurrectionists. Because of this, Michael’s father instead purchased a commission for him as an officer in the Panem Militia forces so that he could put his talents to better use fighting the enemies of the Emperor.
-Notable Locations of Panem-
-Village of Norwich, a small village with a population of approximately 8,000 souls. -City of Arcbury, Provincial Capital of Hiatonia Province, is a crime ridden cesspit. With only 30,000 residents, many of the local gangs have been feuding for millenia. Because of this, the region produces some of the most effective counter-insurgency Planetary Militia Units on Panem.
-Hive City Erytol, Planetary Capital, with a population of 8 million souls, Hive City Erytol contains nearly half of Panem’s population. It is here that most of the grains, fruits, meats and other raw agricultural products are shipped and processed into rations for the untold billions of Imperial Guardsmen across the Imperium.
Hive City Erytol is located along the eastern shores of the continent and doubles as the provincial capital for its region. The northwestern quadrant of the city is entirely rail yards, thousands of acres and millions of miles worth of rail tracks chalked full of raw food waiting to be processed.
-The Crimson Dominion, forested region that covers a large section of the northern half of the continent and is infested with local Ork clans. Gets its name from the “Blood trees,” trees with red leaves and ooze blood-red tree sap due to the extremely high concentration of unhydrated iron oxides in the soil.
-The Hidden Sea, an extremely large fresh water body located in the central plains region and is nearly always covered in a thick layer of fog. This body of water is responsible for irrigating nearly 2/3s of the planets farm fields. Due to near constant storms and near zero visibility, travel by sea and air over The Hidden Sea is extremely dangerous.
-Watch Station Fluctus, a Deathwatch Watch Station built after the defeat of the Ork WAAAAGH! that nearly engulfed the planet’s populace in during the “Age of Shadows.” Watch Station Fluctus is a rockcrete bastion positioned on lonely mountain located in the heart of The Crimson Dominion. The Watch Station was established to keep watch and ensure that the Ork Clans are never able to band together again and form a green wave.

Wish I had any kind of constructive criticism at all but it all looks solid. I did want to just let you know I'm enjoying reading. Do you have a world map? Even just a quick little sketch to kinda keep track of where all the landmarks are helps alot as you write more

-Ruling Houses-
House of O’Duinn:
The House of O’Duinn established themselves as the ruling family of Panem in M39 after the terrible civil war that erupted during the “Age of Shadows.” The ruling members of House O’duinn knew they could not maintain peace between the noble families of Panem unless they established a system that allowed the other families some control.
House O’Duinn established a ruling class of nobles to govern all of Panem and divided the six districts into nineteen noble households which would then govern the nineteen newly formed provinces of Panem. These houses were allowed to govern their territory as they see fit with a few exceptions.
1. They must be devoted to the God Emperor and strictly enforce his will.
2. They must recognize House O’Duinn as the ruling family of Panem.
3. They must pay monthly tribute to House O’Duinn.
4. In the event of a civil war, they must side with House O’Duinn.
5. Noble families can only marry into other noble families or their own. Marriage to commoners is forbidden.
This agreement has allowed House O’Duinn to stay in power on Panem with relatively little trouble. House O’Duinn had to “raise up” several prominent but not “noble” families to take over several providences. This instilled a great deal of pride in those “lesser” houses and made it seem to the common Paneminite that moving up in the social order was still possible.
In 348.M40 there was a scandal in House O’Duinn when it was discovered the sixth son of the family was a mutant and had not been purged per Imperial standards. This caused a great deal of panic within the nobility as it was believed that the all the noble blood lines were “pure.”
House O’Duinn was able to explain the issue away when a convenient story emerged of how Duchess Kary O’Duinn was having a secret affair with one of her servants and thus that is where the imperfection entered the bloodline. On Panem, infidelity is preferred to imperfect bloodlines.
Duchess Kary was quietly removed from public eye as was her mutant child, never to be seen again. The servant was executed in a public square, an example made. With this incident, House O’Duinn began enforcing ever more strict marriage regulations for the noble class.

Felt the need to do some narrative writing and came up with this little bit of background for a narrative campaign I'm hoping to someday play... Enjoy.
Attn: Lt.-Col. Matticus O’Dubhuir
From: Governor-Militant Jeremias O’Duinn, Head of House O’Duinn and Planetary Governor
Message: At the direction of House O’Duinn, you are here by commanded to sally forth from Fortress Bolton’s Keep and begin cleansing The Crimson Dominion of the terrible Ork infestation. You will move forward until you reach the Lesoron Provincial borders, upon which time you will reassess and evaluate your battle strength.
It is also commanded that you will have support from the 896th Armored Company, commanded by Captain Sara O’Raigan. Artillery support will be provided by 7th Heavy Gun Company commanded by Captain Mitchell Breathnach. Air support is, unfortunately, unavailable at this time.
You are expected to mobilze for combat operations within the next 36 hours. The 215th Infantry Regiment will be arriving shortly to relieve you and maintain the garrison of Fortress Bolton’s Keep. Reserve forces will be brought up to support you once they are mustered but this is an offensive that cannot wait, as harvest season will soon be upon us and we cannot have Ork’s raiding our lands.

***My plan is to write narratives that reflect the outcomes of battles on the tabletop and hopefully tie them in with this fluff. While most temperate planets are made up of lush green forests, continent spanning plains, and bright blue oceans Panem is much different. Due to the soil make up of Panem much of the local fauna is bright red. The endless plains replaced with endless fields of wheat grain, grassy plains for grazing animals, or more industrial forms of farming such as vat farming in the northern parts of the continent.
The atmosphere has an orange tinge to it and often the sun in the sky is bright yellow. The oceans are a deep purple color rather than blue and are often covered with skimmers on the ocean surface, harevesting the vast amounts of plankton. Below the ocean surface there is also an abundance of fish, which are harvested and brought to infustrisl fish farms in the capital city of Erytol.
Most of the wildlife on Panem had been hunted and harvested to extinction. The only a few places remain to find wild game. The game farms that are set aside for the nobility and The Crimson Forest, which is infested with blood thirsty Orks are where most of the remaining wildlife reside.
***Just thought I’d give an update as this kind of changed the direction I was going to paint my army. Was originally thinking of some traditional green/brown/khaki color but now I’m leaning towards doing khaki fatigues with red flak armor. I have some models put together, just have to sit down and start painting! As always, constructive criticism is appreciated!***

You mention Jericho Reach as the setting - is this just fluff for TT, or also for RP?
