As already been said previously. Since there is no model for the unit being depicted then the only recourse is to scratch build one.
If the store manager felt that the model was fully depicted and playable then it was legal for the game being played.
However, with that being said. You still have a WYSIWYG concern. Was he trying to use weapons that were not modeled? I would have called him only on that.
I know how you feel as we have an individual who brings a butt load of stompa's that he sctrach built to our lucky 13's games. Most look passable, others look like nutse... Literally he takes an hour to wrap cardboard and make it look orky with more cardboard (Supersoakers anyone?) and a few odds and ends from around the house and no GW stuff on it at all. The store managers are fine with it and while I think they look terrible I'm ok with it as well.
It isn't like he has ever been able to accomplish much with them at all. (Same kid brings a Squiggoth to a 1500 point game).
AS to your problem... You guys knew he had a War Lord before the game started. Why did you put that many things on the board in the first two turns??? It is your own fault in loosing to it on the first turn, not his for winning.
