What do you guys think of him? I personally like him alot. But! he special rule : Stalk the Enemy, It says "Any unit in Al'rahem's Infantry Platoon must outflank." What do they mean by Outflank and what do they mean by infantry platoon? Are Infantry Platoons just Infantry Squads and Conscripts?

outflanking is when you hold units in reserve and bring them in on the short table edges when the time comes for them to arrive
an infantry platoon is... platoon command squad infantry squads special weapon squads heavy weapon squads conscripts.

5th edition rulebook, page 94, that should clear things up for you. (No, it is not a platoon deep strike. Your squads come in on one of the short table edges.)

The roll to see if they come on from reserves is made for the whole platoon while the roll to see which side they come on from is rolled for each unit.

It's a bautiful thing to show your opponent one die and say "Here is my reserve roll for my Infantry platoon. Oh look I rollled a three they come in."
Then pick up 8 more dice and roll them individually (with re-rolls if you have an astropath) to show them which side they come in from.
My record as to date is 139 models outflanking in a round of rolling my reserves (Basically my entire army)

So what do you guys think about it? I mean Its obviously a GOOD tactic, but is it worth it? I really wanted him for his "Like the Wind" order, but it said they MUST Outflank. but its not like it is a bad thing.

Outflank is not a bad thing. They can move onto the board. Receive the like the wind order, fire off assault weapons move the required (MAY NOT RUN) and assault.
Nothing wrong with it at all.
Especially, if you get harker to outflank on the same board edge, and take the order. His squad then opens up with a HB, 3 Melta's, and 6 shotguns. Moves their d6" and then powers into the remainder of the squad.
Edit - That is assuming you have harker in the list with Al-Rahem.

Al Rahem is good if you play it right. I usually throw some melta gunners in somewhere with him or a spec weapons team just in case theres a tank or other hard target there. Flamers are good choices too for infantry.
One thing I learned about Al Rahem is that his Claw of the Desert Tigers sword isn't nearly as cool as you'd think it is. It's a little misleading. You think "wow instant death, that's cool" but combined with his mediocre strength it's underwhelming. Unless I'm reading it wrong.

You are. It is basicly a force weapon without the need for a psychic test. Any wound he gives causes the instant death.

Against MEQs you'll kill what you attack 2/3 of the time; the big bonus this has over a force weapon is that it can be spread out - that is, it can instant kill multiple models.
It's even better against multi-wound T3 models.

Yeah it is important to remember that all wounds are allocated by the opponent. This includes the wounds that Al'Rahem straight out kills.
