Project KT-154 was born after the success of such units as the 13th Penal Legion, where a handful of scum, traitors, and outlaws managed to accomplish missions that even a storm trooper unit would be hard pressed to matter.
The purpose of Project KT-154 is to to assemble soldiers, to accomplish similar tasks the 13th Penal Legion had. The philosophy is that if a handful of filthy scum could accomplish these heroics, why not a unit of actual soldiers?
The rewards given to soldiers who participate in KT-154 are many. A monetary reward, commendations, and, most prized of all, the right to retire from the Guard, settling on any planet as he chooses, within certain distance limits. However, awards accumulate with each successive mission, encouraging staying with KT-154. However, only a few guardsmen choose this method, most preferring to do their one mission, and retire.
However, another purpose of KT-154 is to identify potential candidates for Inquisitorial retinues or bodyguards, and KT-154 often produces fantastic soldiers. Guardsmen who retire must give their living location to the Administratum, supposedly to keep track of them in case they are needed again. Usually, they live out their lives in peace, but occasionally, an Inquisitor needs the best, most devout, and loyal human soldiers he/she can find.
And KT-154 can provide them.
