Well, my guardsmen are just disrtaction, cheap and alot of them. But light infantry is a key thing in the way i play and at the moment i have 2 infantry platoons, i was planning on making about 30-50 man conscript and take out one of the patoons, to make my guarsmen even cheaper. SO, my question is
Can conscripts take the light infantry doctrine?

Yeah they can, the doctrine is available to all guardsmen infantry units.

negatory! conscripts are not 'guard infantry!' conscripts may NOT take the light infantry doctrine.

conscripts are still a really good unit. alot of times you don't want them advancing infront of the vanguard of your infantry forces. fact is, they make a killer counterassault unit. 20-50 conscripts charging in for a couple attacks each - weapon skill doesn't make their 'tohit' rolls suffer any more than regular guardsmen unless the enemy is WS5+.
all in all, they're a great buy - so much so that I've painted white stripes on 20 of my guardsmen and made them permanent conscripts.

Just make sure you have an independent commissar attached to them. Then you've got a deadly unit.

There is only 1 doc that effects conscripts which is close order drill.

Close order drill is awesome sauce for conscripts!

I would imagine so but you should wait till your withing the assult rang just before putting them into close order drill otherwise you get hammerd by artilery and frag weapons

yes most definately heed lordcastellenjons advice there!
I typically just charge into a close order drill formation. it's pretty easy to do.

Conscripts with Flamers would seem like a good investment- even if you miss with their crappy BS, you hit any models the template covers on a 4+! It's like a bonus!
Also, because of the immense size you can field, you have to lose 13 out of 50 conscripts to shooting before you have to take a Morale test.
And if you get to charge in with your 50-man squad, you get +1 attack charging bonus. That 100 freakin' attacks! Granted, WS 2 is poop, but still...100 attacks!

Sadly its highly unlikely 50 conscripts would ever get into CC.
