Even though the Codex does not include them in its description of Guard Infantry, do Stormtroopers fall into that category. On page 55 the codex gives a list of what does qualify. Troops such as Ogryns ratlings and stormtroopers are not included. I wonder because if I took the mechanized doctrine would I have to mount the stormtroopers? Under the strictest definition it would appear not.

Yesh, they count as guard infantry, so do ogryns and ratlings. They are foot troops after all, just elite foot troops.

I must disagree with you on this one. nowhere in the codex does it state that ST Ogrynn and Rattlings are classified as Guard Infantry; The definition of Guard Infantry is very clear. There is also a pattern to what is Guard Infantry: If you have to buy the unit back with doctrine points, its not Guard Infantry (the only exception is Advisors and Spec Weap Squads, both of which are clearly ammended in the Guard Infantry definition). Not all infantry are considered "Guard Infantry". In the case of STs, they already have a purchase option for the Chimera, and if you dont want that, you can pay to deep-strike them or Infiltrate them.

Ogryns, Stormtroopers and ratlings are not guard infantry. The only units which are guard infantry are:
Infantry squads Command squads Special, Fire Support, Anti Tank and Mortar squads Hardened Veteran squads. Armoured Fist squads.
The only doctrine that is applicable to all units in the codex is Chem-Inhalers. You can give every infantry, cavalry unit in the game this ability.

There are also some exception of doctrines that allow them being given to non-guard infantry units. COD fpr Conscripts for example.
And one site note on advisors. If you give commissars the Independent Commissars doctrine they lose their status as guard infantry since it only counts for attached advisors.
