Me and my friends play be somewhat different rules(because we are 5 hours away form a GW center and have to mail-order everything) and of the most fun things we changed were heavy weapons. We always model HW on their own bases separate of their operators. We do that so situations could arise where the gun crew can die and someone else can take control or the gun can be destroyed and the crew survives. How we make up for this is that a certain number of Guardsmen are designated 'Heavy Weapon' operators that have their normal stats. But anyone can operate a weapon(their base must be within 2" of the weapons base) and if they aren't a HW operator their BS gets lowered by 1, that way it is harder for them to hit something. try it its fun.
P.S. Commissars get +1 on their BS when on a HW because they are just that bad-a**

Sounds like a good set of skirmish sized game rules. Me and my friend did something similar back when we had like 300 points each...

Yeah I'd agree with joebob22, I doubt it would work effectively in any larger-sized game.
