I have just started to model some Storm Troopers and Vets and have so far only used blu tac.
For Vets I have put a small blob of blu tac on the head and formed it into a beret.
For the Storm Troopers a very small amount of blu tac can be put on the knees and elbows and shaped to look like extra pads. If the blu tac sticks to your knife (or what ever you use to shape it) just wet the surface slightly.
When painted with several layers it is quite hard and can be handled to game with. Note though if you stick anything to the blu tac parts and then try to remove whatever you have stuck, the blue tac will also come away.
For the berets I cut out the skull from the imperial symbol on discarded kit such as old water bottles or chain swords and use the skull as a beret badge.
As I get better I may use milliput or green stuff for a solid longer lasting solution.
Regards
Ian

I already put some pics up somewhere else, but again I use green stuff to model armor on the arms and legs. Here's a link for those pics again : s137.photobucket.com/albums/q208/doomface81/Good luck my future fellow heavy guard commander! -Ben
