There are between 5 and 10 models a Squad
Weapons Lasgun OR Shotgun OR Close Combat Weapon and a Pistol (Las / Plasma / Auto)
Light Infantry: As Scouts they are supposed to be light infantry so they can noly have 15 Points of Wargear from the imperial Armoury (No Officer / Two Handed Weapons / Power Weapons)
Scout: When they are within a wooded area they are allowed to lay traps or booby trap the area, Any model moving into the area must suffer a Armour save
They cannot have any Heavy or Special Weapons but for +5 Points they can have a Vox-Caster and for +10 They can have a Demolition Expert
(What you think, Now to make them you need Catachan Jungle Fighter, Some Green Stuff, Some Gubbins from ya Bitz Box)
Make the Catachans up, Get some Green Stuff (if you want Camoline Cloaks) Mix it up and roll it flat, cut out the basic shape for the cloak and mould it to shape
Place on shoulders of Catachans,
Spray and Paint like the rest of your Army
And there you have Scouts

but thats just me, i would use the spacemarine scouts with catachan heads! ooo now that would look cool
