Well, What I do when I want a muddy base is use wall spack(the stuff you cover holes in the wall with) and shape it on the base with a popsickle stick. I then place my models feet into the spak where he's gonna stand. Then let it dry it dry over night, and viola. I pant the base with a dark brown and highlight it with a lighter shade. After that is dry, dark brown ink. Be sure to let it pool up in the deep parts to give the illusion of puddles.

Easy way to create muddy bases would be using GS and shape it like mud with a tool then paint it brown and give it a coat of gloss varnish (or 'ard coat as it is now called) to get the wet muddy look.
