So, I've painted up a small horde of Guardsmen with Shadow Grey clothing, highlighted it and drybrushed it with codex grey to get a dirty feel to it...but it still seems to lack depth. With the 'standard' guard colour scheme (the green and khaki) there was a good ink that would get you some shading on the model, but I'm not entirely sure what ink would be good to use on Shadow Grey to get the same effect.
Any suggestions?

Well with the 'standard colour scheme' there is no inking only carefull consideration for not getting paint in all of the crevices and folds in the cloth. If you want a dirty feel have a look at some of Woz's Guard.

I'd do a black ink wash with 2 or even 3 parts water to 1 part black ink. grey is a neutral tone and so is black so it's definately greys 'shadow' tone. if you want to add some dirt/grit/grime, then add a hint of brown ink too and you'll get a nice dark dark brown wash.

I'd use paints instead of inks. It's up to you but I am not too fond of the shiny effect that inks can have. I think a blue-black wash would work. Use some chaos black and regal blue or any other blue you have and mix these two colours together, then water it down until it is suitable.

How would I go about that technique wise? Whenever I water anything down too much it doesn't stay on the model very much.

Just make sure you get the right ratio.
