No the soap make the colors/paint "smoother" while you paint. And the water only gets foamy if you use more than 2 drops of soap, and if you put the soap in first and then the water. 'ard coat/gloss varnish is something different alltogether (use it mainly on gems for the shiny effects after having them painted), hmm this should maybe get its own topic.

If you mix 'ard coat with some ink and a bit of water it thickens the ink enough so that it will give the model quite an even coat, not just in the receses.
If you check the UK GW website they have used the same technique. I honestly can't be arsed to set up a link.

Maybe so but you will get the polished effect of the ard coat, whereas you don't get the shiny looks by using soap.
