Given my own tendency, and that of Makarova and other forum users, to alter the existing 40K rules set and indeed create their own, I would propose the creation of a "Rules development" board so that these particular pieces can be kept away from the general boards (given that they usually span multiple threads), and so that we can collect and store all the ideas, work and so on that has been put together by ambitious rules-developers on this site.

Sounds like a good idea to me, there really isn't a specific place for that kind of thing at the moment.

I vote in favour. Or I would if this was a democracy.

Sounds fine to me. Call it "Modifications and House Rules", maybe?

I think "Rules Development" might be better, that way, we can keep discussions on what we want in new codices/new editions there as well. The more catch-all it is, the more room it frees up in the General 40K and General IG boards for discussions on existing rules/fluff/Yarrick's left testicle versus Synestro.

Are there any legal catches to using similar rules to 40k?

Well they do suggest we play around with their rules and create house rules in the rule book (so long as all rules are applyed to GW models), I think thats how most of the changes for new editions come into being.
My vote is for a "Rules Development" board to be created.
And if the lawyers come a purging just use a scapegoat, but not me, even thought I came up with the idea, and your all looking at me while smiling, stop smiling at me like that, stop smiling I say, go back to feeling crap.

There should be no problem as long as you only post modifications and not big swathes of copyright text, stats or points.

So, just to be clear, let's say I want to make a codex Imperial Army, containing bikes, jetbikes and landspeeders, rogue trader jump pack assault squads with twin laspistols and hovering grav tanks.. would I only list the new units?
e.g. HQ - company command squad - see codex IG Troops - infantry platoon - see codex IG Fast Attack - imperial guard biker squad - relevant points per x bikes..

Only new units seems fine to me, your example works well. Saves you typing out the whole thing as well.

You could also go and ---> Troops - Infantry squad - see codex IG. Additional = One guardsman per Infantry squads may replace his lasgun with a heavy stubber for 5 points. The whole squad may take a heretical anti-grav vehicle as a transport for 70 points.

Any ideas on a timeframe for this? I just had an interesting idea about blood bowl meets 40k. Now if I could just think of some way for Guard not to die horribly...

Update!
Since the IGMB meet ups are clearly set to become a recurring event (and hopefully a long-established tradition), I propose a sub-board be established in the Underhive for the purposes of containing all such threads about this event.

I don't know if there is a need. There will probably only be one thread about it at a time.
