I recently discovered a way to make easy and nice looking riot shields. On the tank accessory sprue(the one that comes with all armor) there are three different lengths of track guards. They are long sized, medium sized, and small sized. The medium sized guards are perfect for riot shields. Just take one of the handles off of an access hatch and attach to the shield. You'll want to put the shield up to the soldier to know where to place the handle(put the handle to low and the shield is held to high, put the handle too high and the shield scrapes the ground). To hold the shield I chose the arm ,off the weapons sprue that comes with your standard guardsmen, that has a cupped hand and is normally used to help hold a lasgun. The hand is cupped just right that it looks natural to just glue the shield handle right into his hand.

Wont it look a bit strange if it basically looks like a guy is holding up a section of tank track? Or do you file it down and stuff

It doesn't look as odd as you think, but once you put emblems on the shield it looks nice

I have used mountain dew bottles for this in the past. Nice green clear plastic.
To cover the glue mark I take a pinch of green stuff and attach an imperial Eagle over it.
I like you idea though. Might have to try it.

I considered doing it too, I use them as gun shields. You know like the ones on the heavy weapon sprue

Don't expect any thing spectacular since I left my army case at the GW store today, so with a few bits I had laying around real quick here is the pop bottle shield. Nothing too difficult, but it does turn out nice if you have the time to do it well.

Don't see why it couldn't since plastic is basically plastic and plastic glue will bond it.
I could go ahead and show what our friend Rarves was talking about with the track guard to if it needs to be shown.
Simple conversion.
I just prefer the green plastic look. Gives you the feel of a refractor shield when the figure is painted. (Don't paint the shield)

I'm thinking if you used something small and circular as a handle in the middle and then cut a perfectly circular section of bottle out, it would make an excellent refractor field.
