i use the low density stuff for most of my terrain and cover it in plaster, so believe me when i say i know your troubles, however i was lucky to have a small fruit store nearby, they will usually give you the boxes for free, supermarkets are also a strong bet. but the small green grocer/fruit store is usually the best place for them

Hardware stores/home improvement stores usually have insulation styrofoam available.

You might try a rent to own store that has a lot of electronics or maybe a retail electronics/furniture store. They probably throw away all the low density foam that their stuff comes in.
For the higer density pink or blue insulation stuff you can find that at Home Depot or Lowes in US or perhaps a DIY store in the UK.

Alternately you can get styrofoam in 4' x 8' sheets at your local hardware store where they keep the insulation. A good store will have a section of thicknesses and you can choose between the white styrofoam that is like the electronics packaging or a blue or pink closed cell extruded styrene. I tend to use the extruded styrene as it does not pearl up and is not nearly as messy to work with.

What store would you suggest, I've looked in places like home base, focus and the like, my local grocer get's his stuff in cardboard.

try a warehouse or a furniture store (ikea?) cuz their packaging usually has styrofoam in it. i mean, i just bought an ikea desk and i work in a costco and i can personally say they had styrofoam lol.
also i know some of the arts and craft stores near me (michael's, opus, on track) have specific shaped styrofoam

Wickes builders merchants foam loft insulation (orange/pink) is £5.95 a sheet, about 4ft x 2ft 50mm thick very good for scenery making and game board making.
