I wanto make a (mostly) plastic commissar, but not sure what makes a mini look like a commissar. Any tips on what parts to use and such are welcome.

Black cloth with red details, yellow and metal details elsewhere (aquilas, weapons and armor).
You could also look into getting the old metal cadian lieutenants, non-IG players confuse mine for commissars all the time. They look cool, too.

Blacks and reds. Needs a peaked cap and a jacket. Check out the games workshop commissars, they sem to be the standard colours

The old Valhallan officer guy and the Mordians could also possibly work as commissar stand-ins.

As long as you got a peaked hat your good. The models are all made and painted to the "standard" Commissar style but in "reality" the Commissars would probably take on the uniform that their unit wear and then have the great coat and peaked cap for parade ground rubbish. After all you dont want the Commissars getting slotted first. In the Russian military the Commissars were not bothered about standing out because there was a wall of infantry between them and danger! They stood at the back and shot people who ran away remember!

I've used the crewman from any plastic IG tank kit, a couple Last Chancer figures, and random Mordian Iron Guard figs as Commissars. The crewman is the easiest -- use the capped head, the arm with a laurel on it and a spare pistol and all you need is a base.

It's cheap and effective! Nice one Trooper! But I myself would fell pretty crummy about not painting the guy as a Mordian.... ah rats, now I'm thinking about buying some Mordians and Valhallans to paint up before GW runs out of metal stock.
