I was thinking of making up a unit of these but the Mongol feel doesn't fit in with my regiment. I was thinking of making them up using the Goblin Wolf Riders kit from Warhammer Fantasy with a regular Cadian Shock Troop kit (because wolf riding Guardsmen are awesome).
I was wondering, though. Could I put Cadian torsos directly on the Goblin Rider legs and still have it look like Guardsmen? How else could I do something like this? I'm not very experienced with green stuff (read: I have never used it as I am a noob) so I'm not sure how much I could accomplish using it.
Any ideas?

I don't think Cadian torsos would look right on the Goblin Rider legs. The goblin legs have these giant feet showing. Why not use some horseman kits instead?
Actually if you replaced the goblin feet with Cadian boots it might work. You may need to use more of a Cadian's leg, maybe up to the knee.

Hmm. Well, I suppose I could use a horseman kit, but being that my regiment is from an ice world I don't know if horses would survive very long, whereas wolves (or alien variants thereof) would be easier to keep alive. Then again, I don't really know that much about horses.
I assume the suggestion you made about grafting the foot or knee to the leg would only require a plastic cutter and some glue? I could probably use green stuff to fill in any gaps, but I'd need to know whether I should order some with the other parts of this project.

I am unsure about proportions since I don't own the Wolf Rider kit. The wolves are a pretty sweet idea since your regiment is from an Ice World. It's really something you would have to experiment with and I would love to see the results.
The ice world theme reminded me of an Empire faction from WHF, the Kislev. I think they were snow based and utilized bears but I guess they are OOP now because I can't find any of the miniatures on the GW site.

That would have been awesome to do. Bear-riding Rough Riders. I'll be sure to put up the pictures when I've done the wolf riders. I've just had the idea swirling around in my head for a bit so I'll need to save up some money before I can do anything. I suppose I should get some green stuff while I'm at it just in case, if I don't need it I can simply use it for other things.

You could just be extremely lazy like I am and buy the bretonnian knights kit and throw Cadian heads and pieces all over them. It gives a nice medieval/feudal look. Or if you don't want that either it could be like a royalty or noble look.
