Kharn the Betrayer is part of the World Eaters legion. The Chapter/Legion Master of the Emperor'S Children was Fulgrim. The Chapter/Legion Master of the World Eaters was Angoron and not Kharn.
Also the Night Lords are completely Chaos Undevided. They don't worship, even accept the existence of the 4 greater Chaos Gods, at all. The only things they worship is money, terror, and combat.

Well Kharn is There for a quick and Easy HQ pick not so much as him being Kharn ....and for Helping in the game cause he helps combat wise for me. The night lords the only thing that has a Chaos power is Socrcer and the Fluff would be like luring the enemy in to your trap and they are all Preheresy and Kharn was a Chapter/or company commander i think and Fulgirm I couldnt accurtally protray in a 40k game

Kharn was a commander of the World Eaters and always overly violent. World Eaters = Khorne, Emperor's Children = Slaanesh. I hope I don't have to say that those two legions are bitter enemies and only fight together when they have to or both of them profit from that. And that was always like that. The Cult Legions already fitted the Chaos Gods schemes before Horus Heresy.
About the Night Lords: Its not the psyker that matters, its his mark. Never ever give a Night Lord psyker a mark other than that of Chaos Undevided, if you want to go with the fluff. If GW had kept the specific legion rules from the Codex, I'm pretty sure that the Night Lords still couldn't get any marks or summon any demons.

Well Kharn Is a stand in model cause he's a easy HQ for me to take He'll count as a different Model. Like Lord commander Eidelon The chapter master of the emperor's childeren. But i dont want to sink my points into a HQ i just want a Good HQ with real good stats
Night Lords i now about the Mark but that is to reprsent the fact that they are Pulling the enemy into a amubush.
It's there for a fluffy think and also to give the army so bit to it. [ I mean i'm taking 60 raptors 2* 5 men squads and 3 Havoc Squads and pskyer i need soemthing to pull them in for the kill.
I now Kharn is not A EC charcater but he's the HQ i choose for a cheap choice

Have a read of the black library novel "Fulgrim". It'll give you a complete breakdown of the legions companies, leaders and fluff on the blackground - like their quest for "perfection" in everything, the artists/pict takers/poets that attended them and the "sponsorship" that went on between the followers and the Legion. Legion's weren't like Chapters in that they were supported by great camps of followers. These followers and the interactions between the Marines and the artists were one of the sources of the corruption. It's not that great a novel, but for background fluff it's rich.
Also why are you basing a pre heresy legion on Chaos. I'd create something more mixed. Fulgrim was the "most beautiful" of the Primarchs - a savage monster of a man, a great artisan and designer... an intellect - easy prey for Chaos.
I'd have an army list drawn up from the Chaos list for certain squads and normal SMurf for others. Combine them in an equivilent way to "Kroot Mercanaries", ie maximum Chaos units of 1 HQ, 1 Elite, 2 troops, 1 Fast Attack and 1 Heavy option.
The modelling should give you a wonderful opportunity to convert traditional SMurf models, giving them a slightly disturbing edge and feature. Highlighting their newfound relish in pain etc, alongside more traditional units who exemplify perfection inself.
Don't wory about the Smurf/Chaos Smurf exclusions, after all this is pre heresy when anything goes. Importantly this is a SMurf army on the edge of corruption, with some individuals approaching that to a greater or lesser account.
It would be wonderful to capture the mixture of corrupted companies and individuals within a sorely chalenged legion. The Emperors Children were a great legion once... One person there was Lucius the undefeated, a Captain and swordarm of the legion...
It's how I want to capture the DeathGuard. Complete with converted Nightbringer for their Primarch.

I think there's a hint in your thread title ... something about them being PRE-heresy Emporers Children. Sorry being cheeky, but seriously I would consider fielding a combined force - it should give you some nice options...

Actually I'd say that using the Codex: Space Marines would be far better for a pre-heresy force. If you use the Codex: CSM you lose half the option and will be restricedto only very few choices...

CSM codex would allow for larger squads and less restrictions on assault and heavy weapons, might make sense for a leigon that isnt restricted by the codex astartes, which hadnt even been written at the time of the great cursade.

I know *pets his Slaanesh CSM* But there was nothing like Obliterators and the other deamonic stuff. While they had access to all the LR variants

I was always of the opinion that the limitations in the Chaos armory were because of the lack of access to late and post heresy equipment like Assault Cannons and Storm Bolters. Codex Chaos Space Marines has an armory that reflects the pre-heresy Space Marine arsenal more accurately, ie. access to autocannons, twin linked bolters for Terminators, ect. In that line of thinking, I'd think that a pure Marine list from the Chaos Space Marine Codex would have the most accurate pre-heresy feel, just omit the Chaos marks and such.

agreed with sirandrewd, the chaos marines dont have as much access to the current armoury equipment. pre-heresey armouries didnt have an abundance of assualt cannons, storm bolters, and used reaper autocannons instead. the main reason is becuase many of these weapons were still in their alpha phase and were not easily availible
EDIT: this is copied off the heresey-era campaign book from BOLS
• Assault Cannons: The assault cannon is a new, experimental and fairly temperamental weapon. They are rarely seen and are just replacing the older Reaper autocannon. Assault cannons are a 0-2 (in total) choice in any army. Units normally equipped with assault cannons may always replace them with Reaper autocannons for 5 points less than the listed assault cannon cost. • Jump Packs: A newly introduced piece of equipment, the jump pack is not commonly seen on the battlefield. Jump pack equipped units are a 0-1 choice (in total) unless noted otherwise. • Havoc Launchers: The reliable Havoc missile launcher is used on Legion vehicles to break up light infantry formations. Units normally equipped with hunter-killer missiles may always replace them with Havoc launchers for 5 points more than the listed hunter-killer missile cost. • Multi-meltas: The multi-melta is a new weapon, most often used in concentrated numbers to maximize their capabilities. Land Speeders, Attack Bikes, Dreadnoughts, Techmarine Servitors, and 0-1 Devastator squads (no Tactical, Veteran or Command squads) may be equipped with multi-meltas. • Plasma Cannons: The plasma cannon is an uncommon sight on the battlefield and are most used in Devastator squads. Dreadnoughts, Techmarine Servitors, and 0-1 Devastator squads (no Tactical, Veteran, or Command squads) may be equipped with plasma cannons. • Autocannons: The ubiquitous autocannon is both reliable and trusted within the Legions. All infantry squads with access to missile launchers may purchase autocannons for the same price. •Storm Bolters: The twin-linked bolter is a state of the art sidearm as the storm bolter is still in development as part of the ongoing Terminator project. Storm bolters are replaced by twin-linked bolters for 1 point less than • Venerable Dreadnoughts: The oldest Dreadnoughts are only a few centuries old, veterans of the War of Unification. Venerable Dreadnoughts are unavailable unless noted. • Land Raider Crusader, Razorbacks and Predator Annihilator: These vehicles will not be devised for many millennia in the future. They are unavailable unless otherwise noted.
it turns out that vens arent availible, nor are razorbacks, pred annihalators or LRCs, codex: chaos space marines seems perfect for a pre-heresey era army

There is also one wrong with Plasma Cannons. At that time the only Plasmacannons were vehicle based and not manportable at that time...
