Well, you're definitely going to want a lot of infantry, ideally with veterans running AT support. Flamers will probably be your support weapon of choice, although autocannons would be a better choice for heavy weapon than heavy bolter if not simply because the autocannon can threaten up to AV 13, while the heavy bolter will have difficulty even with AV 10.
I'd suggest mechanizing about half of your force (especially the veterans) and taking Hellhounds and Sentinels as armored support. Leman Russes are simply too big to risk taking in large numbers, but if you do decide to go with them, the standard Russ, Demolisher and Eradicator are probably going to be your best bets. Otherwise, you can't go wrong with Griffons, and maybe even a Basilisk or two. I'm not an artillery expert, so take that last part with a grain of salt.
However, you should definitely look through the Cities of Death supplement. Although it was written for 4th edition, and has a number of issues as a result, it should at least give you some ideas.

Well it definitely depends on if you want a fluff based force or a competitive unit. A true urban force is really a light infantry at its basic. Armor can be done but is a hindrance more than anything. Meltas and flamers are a must, and an all vet list is going to you give the most versatility. Grenade launchers and sniper rifles would fit well too. I would stay away from crew served weapons as they will only slow you down...put them on vehicles. If you decide that you want a HW team I would go with MLs. As for transports I would recommend Valks/Ven setup as they fit nicely with a urban force, I think chimeras would do well too. Sentinels would do well to... Hope this helps and good luck!

thanks for the advice guys. Im going to try and do both a fluffy and competitve army. more to the fluffy side but im a strong believer in that a fluff based army can work lol. and according to the vostroyans background they prefer heavy bolters and plasma guns.

I think that the coolest fluffy Guard regiment for urban warfare are the Anthonian tunnel rats. I'd looove to se a conversion army of them! *winks and nudges* Just a thought...
